Job Purpose
The HSE Officer will play a critical role in supporting the HSE Manager by monitoring and ensuring HSE compliance at RTS Operations Pte. Ltd premises and project sites. HSE Officers are also responsible for designing and implementing measures to prevent workplace accidents and incidents.
Key Accountabilities
Health, Safety & Environmental:
- Assist HSE Manager in developing and implementing the HSE Manual, SOPs, and Work Instructions.
- Assist HSE Manager in the development of the RTSO Safety Management System.
- Implement the Cross-Border HSE Plan in the workplace during both the project and operational phases.
- Conduct site inspections to ensure compliance and enforcement of railway HSE regulations and procedures.
- Identify and report safety hazards in the workplace to relevant stakeholders.
- Perform risk assessments related to HSE in the workplace.
- Respond to, react to, and report any HSE-related accidents or incidents in the workplace.
- Investigate workplace accidents, incidents, and near-misses.
- Execute emergency response procedures when required.
- Deliver safety briefings at worksites as needed.
Communication & Collaboration:
- Promote HSE awareness and campaigns through effective communication.
- Provide HSE input to relevant parties on addressing HSE-related issues.
- Liaise with HSE authorities regarding compliance requirements, reporting, and workplace inspections.
- Coordinate with Infraco safety teams to align HSE activities and address issues.
Training:
- Identify HSE training needs for RTSO personnel, consultants, contractors, and other stakeholders.
- Conduct regular HSE training sessions and drills
- Assist HSE Manager to organize RTSO emergency response procedures, including Tabletop Exercises (TTX) and Ground Deployment Exercises (GDX).
Documentation & Reporting:
- Record and prepare HSE documentation, such as Preliminary Accident and Incident Reports, Monthly Reports (including statistics, analyses, improvement measures, and follow-up actions), HSE presentations, and reports to authorities.
- Identify HSE equipment requirements for RTSO workplaces (e.g., PPE, safety harnesses, fire extinguishers, AEDs, etc.).
- Manage HSE asset tagging and maintain records.
Qualifications, Skills & Knowledge
- Minimum Bachelor's Degree in HSE or equivalent.
- DOSH Malaysia Registered SHO (Green Book Holder).
- Minimum 5 years of experience in a related field, such as railway operations, or air traffic.
- Strong understanding of railway operations, train-related signaling systems, and safety regulations.
- Must be computer literate and proficient in Microsoft Office suite. Familiar with relevant railway systems.
