Job description

We are seeking suitably qualified candidates to apply for the Health and Safety Advisor/Manager position in Security, Safety and Community Office at the University of Nottingham Malaysia (UNM). This is a contract for service position.

Job Responsibilities:

  • Serve as the SME in occupational safety & health, providing technical guidance and ensuring compliance with relevant safety legislation and regulations
  • Administer and coordinate Permit-to-Work (PTW) activities, ensuring that all high-risk categories are appropriately authorised, risk-assessed, and monitored with supporting documentation throughout the work duration.
  • Drive and oversee contractor safety compliance processes, including review and verification of risk assessments, method statements, and safety documentation. The processes include assisting safety inductions, pre-work evaluations, and site readiness assessments to ensure all contractors meet the University's safety standards. All works are expected to have proper and appropriate documentation for records and future references.
  • Carry out planning to documentation in specialised safety walkabout, audits, inspections, and hazard risk assessments, issuing Notices of Improvement (NOI) where non-compliance is detected, and monitor the timely closure of corrective actions in collaboration with both internal teams and external service providers.
  • Act as technical expertise to lead and advise the Health and Safety Committee, preparing evidence-based reports and briefings, and ensuring that documented decisions and tracked action plans align with regulation compliance and align with the safety governance and the University’s values.
  • Oversee statutory compliance for machinery and lift operations by ensuring timely renewal through the MYKKP system, coordinating with authorised inspection bodies, and verifying submission of JKKP statutory forms in accordance with regulatory requirements.
  • Collaborate and advise event stakeholders, external vendors, and internal organisers to ensure full compliance with safety, hygiene, and licensing requirements for campus-based events. This includes the assessment of food handling standards, proper approval of temporary installations (e.g. tents, booths, stages), and overall site safety.
  • To coordinate with event hosts to ensure that all required permits and approvals are obtained from local authorities (e.g. local council, BOMBA, Health Department), and provide compliance oversight to ensure event execution meets mandatory safety standards.
  • Implementation of health and safety programmes across campus, ensuring that safety policies are followed.
  • Preparing and executing emergency drills, including fire drills and other safety exercises, ensuring proper coordination, participation, and adherence to safety protocols for effective emergency preparedness across campus.
  • Manage and maintain safety documentation, ensuring all records are current, organised, and easily accessible, while adhering to regulatory requirements and ensuring proper storage for future reference and compliance.
  • Assist in preparing regular safety reports and updates for senior management, ensuring accurate documentation of safety performance, identifying key issues, and providing recommendations for improvement to support informed decision-making.
  • Support health and safety communication through the staff intranet, ensuring timely and clear dissemination of safety updates, guidelines, and relevant information to all staff, fostering awareness and compliance across the organisation.
  • Provide general assistance to the Health and Safety department by performing various assigned duties, supporting daily operations, and contributing to the implementation of safety initiatives and compliance across the organisation.

Desirable Requirements:

  • A degree in Health and Safety or a related field
  • A minimum 10 year experience in any work environment related to health and safety.
  • NEBOSH, IOSH or other health and safety certifications would be desirable.
  • Knowledge of health and safety regulations, contractor management, MYKKP, and safety documentation, with strong organisational and time-management skills.
  • Excellent written and verbal communication skills, proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Understanding of regulatory requirements related to health and safety, ensuring compliance and safety standards are met.
  • Experience in conduct and taking meeting minutes, handling safety inspection, audits, and issuing notices of improvement.
  • Knowledge of industry-specific regulations, compliance standards, and safety management with proven experience inhouse and contractor safety management and working with safety permits.
  • Strong commitment to maintaining a safe working environment with high attention to detail and excellent organisational skills.
  • Ability to work collaboratively within a team and independently, adapting to changing priorities.
  • Strong knowledge of health and safety regulations and practices, with a proactive approach to safety.
