Job description

About the Role:

The Head - Project, Facilities & Security role is responsible for overseeing and managing all aspects of the Bank's physical infrastructure, including strategic project delivery, facilities management, security and safety protocols, and real estate portfolio management across Malaysia. This role ensures a safe, secure, efficient, and well-maintained environment for employees, customers, and assets, while supporting the Bank's strategic objectives and business continuity.

What will you do:

  • Develop and implement strategies for the Bank's physical infrastructure, ensuring alignment with overall business objectives and growth plans.
  • Lead and manage all facilities-related projects, including branch setups, renovations, fit-outs, system upgrades, and maintenance initiatives, from conception to completion.
  • Oversee the day-to-day operations and maintenance of all Bank’s premises, ensuring optimal functionality, cleanliness, and comfort.
  • Manage vendor and contractor relationships, including contract negotiation, performance monitoring, and service level agreement (SLA) adherence for all facilities-related services.
  • Develop and manage the annual budget for facilities and projects, ensuring cost-effectiveness and efficient resource allocation.
  • Implement and maintain preventive maintenance programs to minimize downtime and extend the lifespan of assets.
  • Ensure compliance with all relevant local building codes, regulations, and industry best practices.
  • Drive initiatives for energy efficiency, sustainability, and environmental responsibility within the Bank's facilities.
  • Develop, implement, and continuously review comprehensive security strategies, policies, and procedures to protect the Bank's physical assets, information, employees, and customers from all forms of threats (theft, vandalism, fraud, natural disasters, etc.).
  • Manage and oversee all physical security systems, including CCTV, access control, alarm systems, and security personnel.
  • Conduct regular security risk assessments, identify vulnerabilities, and propose mitigation measures.
  • Develop and implement emergency response plans, business continuity plans, and disaster recovery procedures related to physical premises and security incidents.
  • Oversee the training and supervision of security staff and external security providers.
  • Ensure compliance with all relevant security and safety regulations and standards (e.g., OSHA, local law enforcement requirements, Bank Negara Malaysia guidelines).
  • Investigate security incidents, breaches, and accidents, and implement corrective actions.
  • Promote a strong safety culture throughout the organization, conducting safety drills and awareness programs.
  • Manage the Bank's real estate portfolio, including lease agreements, property acquisitions, and disposals.
  • Conduct market research and feasibility studies for new real estate opportunities, ensuring optimal location and cost-effectiveness.
  • Negotiate lease terms, renewals, and purchase agreements with landlords and property owners.
  • Oversee property valuations, due diligence, and legal processes related to real estate transactions.
  • Develop and execute a long-term real estate strategy that supports the Bank's expansion and optimization plans.
  • Manage and monitor monthly rental collection.
  • Ensure efficient utilization of space and resources across all Bank’s properties.
  • Maintain accurate records of all real estate holdings and related documentation.
  • Responsible in managing the Bank’s reception and mailing room function, and the Bank’s vehicle maintenance and insurance / road tax and parking management.
  • Manage and monitor the Bank’s General Insurance / Takaful coverage.
  • The duties and responsibilities attached to the post may vary from time to time without changing the general character of the duties or the level of responsibility entailed.
  • In addition to the responsibilities listed above, the job holder may require performing other duties, assignment as assigned by the Bank’s management.

Skills and experience you possess:

  • Bachelor’s Degree or equivalent in Project Management, Facilities Management, Real Estate Management, Engineering, Security Management, or any related field.
  • Master's degree or relevant professional certifications (e.g., PMP, CFM, CSO) is highly desirable.
  • Possess a minimum of 10 years’ working experience in project management, facilities management, security management, and real estate, with at least 5 years in a leadership role within a financial institution or a highly regulated industry.
  • Proven track record of successfully managing complex projects on time and within budget.
  • Strong knowledge of building systems, maintenance practices, and regulatory compliance.
  • In-depth understanding of physical security principles, technologies, and risk management.
  • Experience in real estate portfolio management, including acquisition, leasing, and disposal.
  • Excellent leadership, communication, negotiation, and interpersonal skills.
  • Ability to manage multiple priorities, work under pressure, and make sound decisions
  • Strong analytical and problem-solving abilities.
  • Familiarity with Malaysian building codes, health and safety regulations, and banking industry guidelines.
