About the Role
Responsible for leading the strategic procurement and subcontracting functions for Velesto. This role manages the sourcing of high-value, safety-critical materials and services under stringent regulatory and operational conditions. It oversees end-to-end procurement activities to ensure timely, cost-effective, and compliant acquisition of goods and services essential to offshore rig operations, project execution, maintenance campaigns, and onshore requirements.
Responsibilities
Procurement Strategy and Operational Excellence
- Develop and execute a robust procurement strategy aligned with company operations, long-term contracting needs, and equipment lifecycle requirements.
- Implement category management practices, leveraging market intelligence and supplier capabilities to optimize sourcing of drilling consumables, rig equipment, marine services, logistics, and third-party support.
- Ensure compliance with international regulatory standards (e.g, API, IMO, IADC) and company-specific safety and quality requirements in all procurement transactions.
- Integrate and manage ERP systems (such as SAP or Oracle) for procurement operations, ensuring digital workflows, real-time tracking, and audit compliance.
Vendor and Subcontractor Management
- Lead the prequalification, selection, and performance management of critical offshore vendors, including those supplying rig equipment, maintenance services, bunkering, and marine logistics.
- Administer contracts for offshore support services, ensuring clear scopes of work, risk allocation, and insurance compliance in collaboration with legal and risk management teams.
- Manage subcontractor interfaces proactively to ensure alignment with drilling schedules, asset mobilization plans, and HSE requirements.
Cross-Functional Business Support
- Work closely with rig management, operations, HSE, asset integrity, and project teams to understand material and service needs, plan sourcing activities, and ensure alignment with rig campaign and shut-down schedules.
- Represent procurement expertise to tendering teams supporting new rig contracts or contract extensions.
Cost Control and Efficiency
- Monitor offshore-related procurement costs, including total cost of ownership, logistics costs (freight, customs, storage), and supplier performance penalties.
- Identify cost savings and value engineering opportunities without compromising safety, reliability, or schedule integrity.
- Lead negotiations with vendors and service providers to secure favourable commercial terms and long-term supply agreements.
Team Leadership and Capability Development
- Build and lead a high-performing procurement team with specific expertise in offshore categories and supplier management.
- Foster a culture of continuous improvement, ownership, and compliance among procurement staff both onshore and offshore (where applicable)
- Provide training, coaching, and support for procurement systems and company procedures.
Governance, Risk, and Compliance
- Ensure full compliance with company procurement policies, anti-bribery standards (e.g., FCPA, UK Bribery Act), and HSE management systems.
- Maintain audit-ready documentation and support internal and external audits as required.
- Lead procurement’s role in emergency response readiness (e.g. securing critical spares in the event of downtime or asset failure).
Market Intelligence and Supply Chain Resilience:
- Stay informed on global offshore supply chain disruptions, material lead times, freight conditions, and vendor solvency issues.
- Develop contingency sourcing strategies and maintain relationships with multiple suppliers for critical path items.
- Participate in industry forums and engage with peers to adopt best practices and mitigate procurement risks.
Reporting and Performance Monitoring
- Oversee procurement metrics including cost savings, PO cycle time, contract compliance, and supplier performance.
- Report regularly to executive leadership on procurement health, project procurement status, and strategic sourcing initiatives.
Qualifications
- Educational Background: Bachelor Degree in Quantity Surveyor/ Finance/ Economic/ Business or equivalent.
Required Skills
- Core competencies includes stakeholder management, excellence in teamwork and collaboration, personal mastery, change and innovation, and operational.
- Possess good leadership skills and strategic orientation.
- Fundamental competency in supply chain/ supply chain technology, strategic sourcing and procurement, and vendor management.
Experience
Minimum 15 years of related experience (7 years in oil and gas industry, preferably in upstream sector) in procurement.
