This position reports to Head of Regulatory and Government Relations
Job Overview:
The Head of Policy Management is responsible for formulating, managing, and advocating policy positions across both the telecommunications and energy sectors within the company’s regulatory scope. The role involves strategic policy development, regulatory analysis, and engagement with government agencies, industry bodies, and internal stakeholders to ensure compliance, competitiveness, and alignment with national and international regulatory trends.
Work Life:
- Develop and implement strategic policy frameworks for both the telecoms and energy sectors.
- Conduct regulatory impact assessments on proposed and existing policies, advising the company on necessary adjustments.
- Engage with policymakers, regulators, and industry forums to advocate for the company’s positions.
- Monitor and analyze regulatory developments in Malaysia, Singapore, Thailand, Cambodia, Vietnam, Hong Kong, and Japan (for telecoms) and Malaysia (for energy).
- Provide policy advisory to business units, ensuring regulatory compliance and alignment with corporate strategy.
- Lead and oversee research on emerging industry trends, best practices, and regulatory changes.
- Develop position papers, regulatory submissions, and white papers in response to policy consultations and industry discussions.
- Represent the company in regulatory and industry meetings, including international alliance, carrier coalition and regional working groups to ensure key interests of the company are safeguarded.
- Conduct advocacy on white papers to stakeholders including professionals and regulators to establish thought leadership
- Supervise and provide leadership to the Policy Manager, Telecommunications and Policy Manager, Energy.
To be considered, you’ll need:
- Minimum Bachelor’s Degree in Public Policy, Law, Economics, Business Administration, or a related field (Master’s Degree preferred).
- At least 15 years of experience in policy management, regulatory affairs, or a related field within the telecommunications or energy sectors.
- Strong knowledge of regulatory frameworks governing the telecoms and energy industries in Malaysia and other relevant jurisdictions.
- Experience in stakeholder engagement, policy advocacy, and government relations.
- Excellent analytical, communication, and negotiation skills.
- Ability to work in a cross-functional, multi-jurisdictional environment.
