Job description

Head of Project Management Office (PMO)
Employment Location: Penang
Salary Package: RM 25,000 (Negotiable)
Working Days: Mon – Fri
Working Time: 8:30am - 5:30pm

Principal Accountabilities: -

Administrative and Records Management
  • Manage and coordinate administrative tasks and records for the location required, including office facilities, correspondence, and the record repository.
  • Establish governance for administrative and records management and ensure compliance.
Document Control Oversight
  • Supervise the document control process, managed by the Document Control section of the Standards and Compliance Division.
  • Monitor and ensure Consultants and Contractors comply with document control processes.

Project Coordination and Reporting
  • Organize and manage project meetings, ensuring all required facilities are available.
  • Collate and compile reports, maintaining a comprehensive project database.
  • Prepare progress reports, highlighting issues for management attention.

Team Leadership and Project Delivery
  • Lead the project management team to ensure on-time and within-budget project delivery.
  • Provide management and leadership support for smooth project implementation.
  • Offer guidance and advice to discipline leads on project progress and status.
Construction Oversight
  • Oversee project management activities during construction for railway depot and station works, ensuring all installations follow the schedule.
Compliance and Approvals
  • Develop approval matrices, plans, and strategies to facilitate project progress.
  • Ensure timely applications for Certificates of Fitness or Certificates of Completion and Compliance for completed project.


Requirements: -

Educational Background
  • Bachelor's degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, or a related field. Rail Transportation experience is highly preferred.

Professional Experience
  • At least 15 years of experience in project control and progress monitoring for large-scale infrastructure or building projects.
  • Proficient in P6 project management software.

Key Skills and Attributes
  • Strong team player capable of performing tasks with minimal supervision.
  • Excellent interpersonal and communication skills, with the ability to ask the right questions to gather detailed information.
  • In-depth understanding of contracts and contract management.
