The position of Head of Procurement, Special Projects will be responsible for leading and overseeing all procurement activities for a newly established subsidiary under PLUS, which is tasked with managing special project initiatives.
- Establish and Implement Procurement Strategies: Develop and execute end-to-end procurement strategies for the highway construction sector for the newly formed subsidiary. Ensure a comprehensive commercial procurement function is in place, with emphasis on cost efficiency, financial savings, and compliance with ESG standards and sustainable procurement practices, particularly for large-scale infrastructure projects.
- Advisory to Senior Management on Procurement Matters: Act as a strategic advisor to senior leadership across the organization on procurement-related matters, including construction materials, services, and heavy equipment. Ensure procurement decisions are commercially sound and technically appropriate for complex highway and civil engineering projects.
- Market Intelligence and Strategic Planning: Monitor supply market dynamics, construction trends, and material cost fluctuations to inform procurement planning. Interpret the implications of these trends for ongoing and upcoming projects to support the subsidiary’s and PMB’s long-term goals.
- Supply Chain Risk and Contingency Planning: Identify critical materials and essential services required for highway construction. Develop supply options and contingency plans to ensure project timelines and quality are not compromised due to supply chain disruptions.
- Strategic Sourcing and Vendor Management: Lead strategic sourcing initiatives for high-value construction supplies and services. Establish strong working relationships with key contractors, consultants, and suppliers, and negotiate terms that leverage purchasing power while maintaining quality and compliance with project specifications.
- Cost Management and Contract Oversight: Oversee the review and administration of pricing structures, contract terms, and payment schedules related to civil works, routine maintenance, and heavy repair projects. Ensure that all contract deliverables are completed within the approved timeline and budget.
- E-Procurement Process Management: Oversee e-tendering and e-bidding processes for construction-related procurements to streamline administrative workflows, ensure transparency, reduce documentation costs, and shorten procurement timelines.
- Project Feasibility Support: Collaborate with project management, engineering, and finance teams to review feasibility studies, cost estimates, and technical evaluations. Provide procurement support and contract advice during the planning and design phases of highway construction projects.
- Annual Procurement and Sourcing Planning: Review and approve the Annual Procurement Plan (APP) and project-specific sourcing strategies. Ensure proper planning for large-scale procurement activities, including major work packages, subcontractor engagement, and long-lead construction materials.
- Lead Complex Negotiations and Contract Awards: Manage complex procurement negotiations for major infrastructure contracts, ensuring the best commercial outcomes for the subsidiary and PMB. Safeguard organizational interests through robust risk mitigation strategies, especially in high-value or long-term supply contracts.
Requirements:
- Degree in business, economics, quantity surveying or any relevant field; MCIPS or MBA would be an advantage
- Minimum 12 years of experience in procurement practices in a large conglomerate with at least 5 years in a senior management role.
- Has at least 5 years of experience engaging with the Board and/or Board Committees.
