Job Description

We are looking for an experienced and proactive Head of Compliance to lead our compliance function. You will ensure that our operations, products, and policies fully comply with local and international regulatory standards. This is a key leadership role for someone passionate about building robust compliance programs in a fast-paced, consumer-facing fintech or digital banking environment.

You will oversee compliance operations and strategy in Hong Kong as well as in other countries where we hold or are applying for licenses, ensuring consistent standards and effective risk management across all jurisdictions.

Key Responsibilities
  • Policy & Regulatory Oversight – Draft, maintain, and implement robust compliance policies and procedures in accordance with Hong Kong and other international regulatory requirements.
  • Oversee and coordinate regulatory reporting, ensuring timely and accurate submissions to authorities in Hong Kong and other jurisdictions.
  • Work closely with the legal team to support license applications and regulatory engagements in multiple countries.
  • Lead and coordinate AML audit remediations globally, ensuring timely closure of findings and continuous improvement.
  • Compliance Operations – Manage and mentor first-line compliance teams responsible for daily AML and KYC checks on accounts and transactions.
  • Continuously improve compliance processes for efficiency, scalability, and effectiveness in high-volume, multi-jurisdictional environments.
  • Deliver training, guidance, and support to compliance teams to maintain the highest standards across all regions.
  • Oversee transaction monitoring frameworks covering both fiat and crypto transfers, with the primary objective to minimize AML/CTF risk.
  • Ensure effective KYT (Know Your Transaction) and Travel Rule risk rule setting, policy implementation, and full compliance—including accurate collection, verification, and transmission of required information for cross-border transactions.
  • Set and review risk parameters and thresholds for transaction monitoring, ensuring alignment with regulatory requirements and business needs.
  • Investigate suspicious transactions and potential AML/CTF issues, ensuring appropriate escalation and regulatory reporting in each jurisdiction.
  • Regularly review and optimize transaction monitoring rules to address emerging risks in different markets.
Qualifications and Experience
  • Past experience in a consumer fintech or neo/digital bank is essential for this role.
  • Minimum 5 years of compliance experience, ideally with oversight in multiple jurisdictions (including Hong Kong and other APAC/global markets).
  • Proven track record in building and managing compliance programs for B2C financial services organizations.
  • Strong understanding of Hong Kong and international regulatory environments (HKMA, AMLO, SFC guidelines, and relevant overseas frameworks).
  • Demonstrated experience in global AML/CTF compliance, regulatory reporting, and supporting license applications across multiple countries.
  • Skilled in transaction monitoring systems, KYT, Travel Rule implementation, investigations, and risk assessment for consumer transactions across jurisdictions.
  • Compliance certifications (e.g., CAMS, ICA, CRCM) are a plus.
  • Excellent communication skills in English; proficiency in Cantonese/Mandarin or other relevant languages is an advantage.
