Job description

Head, Group Strategic Sourcing and Procurement

Reporting to the Chief Finance Officer, the Head of Group Strategic Sourcing and Procurement:

  1. Develops sourcing strategy and fosters strategic supplier alliances and other contractual relationships on behalf of Sunway Healthcare Group to accomplish total cost savings objectives and annual targets.
  2. Supports the commissioning of new hospitals and healthcare facilities through sourcing and procurement of equipment and negotiation with vendors.
  3. Utilises data analytics and business intelligence resources to identify areas of potential standardisation and cost-saving opportunities.
  4. Reviews relevant bid documents (e.g., Request for Proposal, Request for Information, Request for Quote), letters of award, and supplier contracts to ensure compliance with internal policies and stakeholder expectations.
  5. Facilitates the competitive bid process, ensuring timely submissions and adherence to protocols and deadlines.
  6. Builds and maintains strong relationships across various functions, fostering a collaborative environment among stakeholders.
  7. Conducts market share and cost savings analyses of proposals, negotiating with suppliers based on market trends and benchmarking data.
  8. Provides final recommendations to users and department heads, preparing summaries for the Purchase Approval Committee.
  9. Organises business reviews with suppliers to monitor contract performance and rebates.
  10. Develops or improves group policies and processes related to strategic sourcing and procurement to standardise practices and service levels.
  11. Oversees a team of strategic sourcing and procurement staff, leading strategy execution, continuous improvement, and sustainable supplier initiatives.
Who are we looking for?
  • Bachelor’s Degree in Business, Finance, Supply Chain Management, Bio-medical Engineering, Pharmaceutical, Health Sciences, Nursing, or a related field.
  • Minimum 10 years of experience in strategic sourcing or procurement, preferably in healthcare, with at least 3 years in a leadership role.
  • Experience in team leadership and talent development.
  • Strong knowledge of business processes in sourcing, procurement, and healthcare supply chain management.
  • Proven negotiation and influencing skills with suppliers and senior management.
  • Excellent organizational skills, including project governance.
  • Strong communication, influence, and networking skills.
  • Ability to develop actionable implementation plans.
  • Experience with various sourcing options.
  • Proficient in Microsoft Office and familiar with Hospital Information Systems.
  • Extensive knowledge of medical technologies and products.
  • Understanding of hospital regulations, accreditation standards (MSQH, ACHS, JCI), and supervisory expectations.
