Job description

JOB PURPOSE/OBJECTIVE

Lead the Procurement function, including development and implementation of strategic and operational sourcing, procurement, contracting and supply management strategies, and operational processes to ensure the KIBB Group attains the best value in the goods and services required to enable achievement of its goals. To ensure all procurement activities are in compliance with the Group internal policies and all regulatory requirements. Lead the Facility and Admin functions, including development and implementation of the strategic administration Policy and Procedures, building maintenance and fire safety.

KEY RESPONSIBILITIES

Procurement Management

  1. Develop and implement procurement strategies to optimize cost savings and efficiency.
  2. Identify and evaluate suppliers, negotiate contracts, and manage supplier relationships.
  3. Oversee the procurement of goods and services, ensuring compliance with policies and relevant regulations.
  4. Effectively evaluate, shape, influence and develop supply markets to meet the current and future needs of the Group.
  5. Effectively evaluate and analyse the procurement activities in order to identify any “exceptional” activities and escalate to respective HODs.
  6. Work closely with business units within Kenanga Group to identify and manage commercial, contractual, operational, financial, reputational, ethical and supply chain risks emanating from procurement activities and support base management.
  7. Manage compliance and work with HODs to eliminate non-compliance practices in procurement.

Facility Management and Office Administration

  1. Overseeing day-to-day office administration function.
  2. Ensure efficient and effective operation of administrative processes such as facilities management, office supplies, and vendor relationships.
  3. Plan and manage office and branches renovation request.
  4. To ensure compliance with the fire and safety requirement.

Policy and Regulatory Compliance

  1. Review and update the Group Procurement Policies and Procedures annually in accordance with the regulatory changes and Group wide policies update.
  2. Compile and update the annual outsourcing plan to GOPC and Board of Directors by Q1 every year.

Financial

  1. Reviews and prepares yearly budget.
  2. To table to GOPC on the yearly price reviews on the standard items and contacts provide yearly price.

Project Management

  1. To ensure all project are assigned deliver within the time frame and budget.

Office Health and Safety

  1. To ensure all license/certificate are renewed prior to expiry date.
  2. To ensure Fire Certificate and JKKP permit are renewed before due date.
  3. To review the Emergency Team Org. Chart.

JOB REQUIREMENTS

  1. Bachelor of Degree/Professional Degrees/Postgraduate in Finance and Administrative, Project Management and etc.
  2. Possess 12 - 15 years relevant procurement experience.
  3. Experience in Building Maintenance and Facility Management, Property related matters, Contracts Negotiation and Legal matters.
  4. Procurement/Supply chain knowledge.
