Job summary

PETROS in Sarawak seeks a Head of Execution, Impact and Communication to provide strategic leadership and robust operational oversight for the Foundation’s end-to-end program delivery, ensuring high-integrity, on-time initiatives.

You will shape the impact framework with KPIs, drive rigorous evaluations, manage communications with stakeholders, and guard the Foundation’s brand while guiding a comprehensive volunteer program. Experience in regulated energy sectors is valued.

Qualifications

  • Bachelor’s degree in a related field.
  • Master’s degree or MBA preferred.
  • 10+ years in program management, CSR, or foundation operations.
  • 3–5 years in a senior leadership role.
  • Experience in regulated corporate environments (energy/oil&gas) is advantageous.
  • Experience leading end-to-end execution of large portfolios.

Head (Execution, Impact and Communication)

Position Overview

The primary objective of this role is to provide strategic leadership and robust operational oversight for the Foundation’s end-to-end program execution, ensuring the seamless, high-integrity delivery of social investment initiatives. This role is the central driving force behind on-the-ground implementation, partner coordination, and comprehensive impact measurement. By integrating evidence-based evaluation frameworks with targeted, transparent communication strategies, the Head of Execution, Impact and Communication safeguards public credibility and ensures all programs effectively and sustainably advance the Foundation’s long-term mission and community commitments.

Key Responsibilities
1. Program Delivery Lead

Direct the complete lifecycle of all Foundation programs—from initial planning and launch to monitoring and close-out—ensuring strict adherence to milestones, budgets, and implementation standards.

Proactively identify and manage operational, financial, reputational, and partnership risks prior to execution, while rapidly troubleshooting on-the-ground issues as they arise.

Create a structured learning loop by capturing qualitative and quantitative insights from beneficiaries, partners, and volunteers to directly inform the Design & Strategy Team for future program prioritization.

4. Impact Framework Architect

Translate the Foundation's strategic objectives into a robust impact framework, establishing clear KPIs, outcome indicators, and credible methodologies to measure economic, social, and environmental impact.

5. Performance Evaluation Advisor

Lead rigorous pre-, during-, and post-implementation evaluation cycles, utilizing data to confidently recommend program redesigns, scaling opportunities, or exit strategies to leadership.

6. Corporate Communications Strategist

Serve as the central point-of-contact for operations, building and maintaining effective communication channels with stakeholders, agencies, and the community to foster transparency and trust.

7. Brand Guardian & Content Manager

Develop and oversee the Foundation’s brand identity, tone of voice, and visual guidelines, while actively managing all public-facing content, including website updates, social media, and leadership talking points.

Design and execute a comprehensive volunteer strategy encompassing outreach, mandatory training modules, scheduling, and direct on-ground supervision to ensure professionalism and discipline.

Qualifications & Experience
  • Bachelor’s Degree in Business Administration, Communications, Public Relations, Social Sciences, Sustainable Development, Public Policy, or a related field.
  • Master’s Degree in a related discipline or an MBA is highly preferred.
  • Professional credentials in Project Management (e.g., PMP, PRINCE2), Social Return on Investment (SROI), Sustainability/ESG reporting, or Corporate Communications.
  • A minimum of 10 years of progressive professional experience in program management, corporate social responsibility (CSR), foundation operations, corporate communications, or sustainability.
  • A minimum of 3 to 5 years in a senior leadership or management role, with a proven track record of overseeing cross-functional teams, managing large-scale budgets, and directing on-the-ground operations.
  • Experience operating within complex, highly regulated corporate environments (such as energy, oil and gas, or heavy manufacturing) is highly advantageous, given the need for strict compliance and risk management.
  • Demonstrated experience leading the end-to-end execution of a large portfolio of programs (simultaneously managing multiple workstreams, partners, and timelines).
  • Extensive experience in public relations, crisis communication, and stakeholder management, with the ability to confidently advise executive leadership and navigate sensitive community issues.
  • Proficiency in leveraging digital workflow tools, data analytics platforms, and automated reporting systems to drive operational efficiency and support sustainable, paperless program management.
