Job description
Overview

Responsible to lead the technical strategy, architecture, and digital innovation for mission-critical geospatial systems and NAS infrastructure to ensure secure, scalable, and future-ready digital services that support national development goals.

Responsibilities
  1. 1) Formulate Departmental Digital Innovation Strategy

    Establish a comprehensive, future-proof technology roadmap that supports the long-term sustainability of the National Address System (NAS) and other geospatial initiatives, ensuring alignment with national digital economy policies.

  2. 2) Design System and Software Frameworks

    Architecting secure, modular, and scalable digital infrastructures that can support high volumes of real-time geospatial transactions, multi-agency system integrations, and AI-native functionalities across Malaysia's public service and regulatory ecosystems.

  3. 3) Oversee Secure-By-Design Development and DevOps Lifecycle

    Leading the implementation of CI/CD pipelines, infrastructure automation, containerized deployments, and continuous testing strategies that reduce operational risks, increase release velocity, and ensure system availability in mission-critical scenarios.

  4. 4) Evaluate Emerging Technologies and Digital Solutions

    Proactively assess trends in cloud computing, data analytics, open-source platforms, and AI to recommend and pilot tools that enhance service delivery, platform resilience, and user experience in the context of government digital transformation.

  5. 5) Directing UI/UX, Backend, Frontend, and DevOps Teams

    To drive collaborative, agile development processes that prioritize user needs, system responsiveness, and accessibility, while fostering a multidisciplinary environment for innovation and rapid problem-solving.

  6. 6) Establishing Cybersecurity Governance Protocols

    To develop and enforce technical standards and security policies that address vulnerabilities, ensure data confidentiality and availability, and align with national regulatory frameworks such as the Personal Data Protection Act (PDPA), ISO/IEC 27001, and industry best practices.

  7. 7) Aligning NAS Tech Stack and APIs

    To Malaysia's broader digital and spatial data infrastructure by ensuring interoperability with key government systems (e.g., MyGOV, JUPEM, JKR), enabling seamless exchange of spatial and non-spatial data for multi-agency service integration.

  8. 8) Supervise Delivery Methodology and Documentation Standards

    To standardize team workflows, sprint planning, backlog grooming, release management, and documentation practices to ensure delivery consistency, stakeholder transparency, and audit readiness.

  9. 9) Collaborate with Cross-Functional and Inter-Agency Partners

    To translate policy goals into system features, gather user and stakeholder feedback, and ensure the technical infrastructure supports national rollout strategies, change management efforts, and downstream adoption by ministries and local authorities.

  10. 10) Fostering Innovation and Citizen-Centric Service Delivery Culture

    To embed forward-thinking mindsets, encourage the adoption of modern technologies, and strengthen public trust through responsive, inclusive, and solution-oriented address management practices.

Job Requirements
  • Bachelor's Degree or Master's in Computer Science, Data Science, Geography, Surveying, Telecommunication Engineering or related field from recognized university with minimum CGPA 3.00.
  • Minimum ten (10) years full-time working experience in telecommunications industry.
  • Equivalent experience in Geospatial and mapping for communication infrastructure.
  • Proficiency in any GIS related software.
  • Basic understanding of communication network for fixed and mobile.
  • Candidate must be willing to work in MCMC HQ, Cyberjaya.
