Responsibilities
- Develop, review and implement policies and guidelines, procedures to reflect current required changes and align to group standards.
- Direct the executions of procurement policies and procedures, ensuring beneficial and transparent business dealings on procurement processes and compliance with the governing operating standards, Group Procurement Policy and Guidelines (GPPG) of IIUM Holdings Group.
- Lead in enforcing relevant policies, guidelines, procedures through training and awareness to achieve standardization across the group.
- Formulate, direct and monitor the implementation of cost-saving initiatives for IIUMH Group procurement processes which include reviewing business processes, sourcing effectively for vendors, leading implementation task-force, monitoring purchasing cost and ensuring on-track performance.
- Develop and communicate a procurement business plan; establish, communicate, and implement long-term goals for the department to promote effectiveness and efficiency.
- Responsible for sourcing direct and indirect materials requested by the internal departments, dealing with suppliers and negotiating for the best price and payment terms.
- Responsible for monitoring the procurement and tender process and documentation including monitoring of expiry or renewal of contracts, vendor management, and other aspects of the procurement process.
- Lead the development and implementation of a robust vendor management framework and ensure effective supplier selection, performance evaluation, and relationship management in line with the Group's procurement objectives.
- Meet regularly with the Group Chief Financial Officer and the procurement team of IIUM Holdings Group to discuss and address procurement-related matters.
- Be part of the secretariat of the Management Procurement Committee (MPC) and Procurement Committee (PC) and facilitate MPC and PC members on all matters pertaining to the MPC and PC’s function and duties.
- Lead the strategic procurement activities and processes for the whole Group.
- Develop and implement procurement-related training programs for the procurement team and other relevant personnel of IIUM Holdings and Group.
- Develop and implement a centralized procurement program aimed at enhancing value, efficiency, and cost-effectiveness across the Group.
- Ensure all procurement activities adhere to legal, ethical standards and in accordance with the GPPG of IIUM Holdings Sdn. Bhd.
- Other tasks and assignments as assigned by Management from time to time.
Requirements

Experience and Education:
- At least 5 years of relevant experience (including 3 years in Management).
- Bachelor's degree in a related field or competent working experience.
- Good working attitude, self-discipline, and self-motivated.
- Results-oriented, metrics-driven leader with expertise in purchasing, supplier collaboration, development, and compliance.
- Experience with sourcing and procurement and building a vendor program.
