First Level Executive, Financial Development & Surveillance | LINK & BNM Offices

The Associate Executive / Executive of the Financial Development & Surveillance (FDS) unit at BNM Regional Office is responsible for implementing strategies for policy surveillance and policy implementation to provide frontline insights to line departments and the Bank’s management.

The role also involves assisting the Manager in developing and executing effective strategies for advocacy, strategic communications, and education at the regional level.

Principal Accountabilities

  1. Policy Surveillance and Thematic Research: Implement effective policy surveillance to gather on-the-ground financial development intelligence in the region. Assist in formulating strategies and conducting policy surveillance to gather timely insights for effective policy implementation. Undertake thematic research projects related to policy surveillance or structural issues, which could lead to potential policy proposals.
  2. Targeted Advocacy: Maintain strategic collaborations with key regional stakeholders (e.g., economic agents, financial service providers, government agencies, regulatory bodies, NGOs) to deliver JLPB’s strategic initiatives and the Bank’s outcomes. Build mechanisms and track progress of advocacy programs to ensure alignment with KPIs. Influence and guide stakeholders to implement the Bank’s key financial development initiatives (e.g., e-payment, social finance, foreign exchange).
  3. Strategic Communication and Education: Execute communication and education strategies effectively, including preparing relevant materials and providing feedback on their effectiveness. Implement customized strategies to promote awareness on the Bank’s strategic agenda and address financial development issues. Drive plans to enhance public awareness and literacy, guided by the Bank’s Communication Working Group.
  4. Redress and Advisory: Provide redress and advisory services to address financial concerns of key regional stakeholders, including consumers and associations. Attend to inquiries, appeals, and complaints against FSPs regulated by the Bank. Analyze impacts and market conduct issues for policy review.
  5. Operational Efficiency: Implement and enhance administrative functions such as budgeting, procurement, learning & development, and database maintenance. Support Managers in areas like training, risk management, and organizational safety. Uphold the Bank’s cultural values by continuously improving productivity, climate, capabilities, and competencies.

Qualifications and Experience

  • Academic Qualifications: Degree in economics, finance, banking, accounting, or relevant disciplines. Professional certifications are an advantage.
  • Experience: At least 2 years in financial development or related areas within the Financial Stability Group. Experience in Economics, Regulatory, or Monetary Stability Group is advantageous.
