Our partner, an international donor is seeking support for one its implementing partners as it works to rebuild and stabilise following a period of serious administrative challenges. These difficulties stemmed from past maladministration and misappropriation of funds. The partner has since conducted an internal review and is now implementing a range of restructuring measures aimed at improving its operations and governance.

As part of their recovery process, they are seeking the support of an experienced charity finance professional to help strengthen their financial controls, processes, and management systems, and to support them in addressing gaps in their financial planning and oversight.

A consultant had previously begun this work and had requested initial documentation; however, due to unforeseen changes in their personal circumstances, they had to withdraw from the project. The donor is very keen to continue the work but understandably cautious about the resources already invested. They are not looking to start from scratch and hope that the next consultant can build on what has already been gathered.

The scope of work is structured around three core components:

1. Review of existing instruments and processes, with advice and recommendations for administrative strengthening;
2. Identification of capacity development needs, and implementation of a tailored programme;
3. Development of a business plan to support the implementing partner’s ongoing recovery and sustainability.

We anticipate that some elements of this work will require sensitivity, and that the implementing partner may initially be resistant to certain changes. With this in mind, we are recommending that the work be approached in the three segments outlined above, with payment released upon completion of each segment. The entire assignment will be conducted remotely.

There is a total budget of $2,700–$2,800 (inclusive of any applicable taxes) allocated for this piece of work. The role will require someone a fluent Spanish speaker.
