Job Summary

Responsible to facilitate and execute the operation of Regulatory & Compliance Unit (RCU) to ensure all activities related to enforcement, compliance, complaint handling and regulatory functions of MCMC including ad hoc tasks are well managed and complied with all the SOP and regulations.

Job Responsibilities

  1. Facilitate and conduct enforcement and investigations activities;
  2. Act as an Investigation Officer (10) and Raiding Officer (RO) to conduct the surveillance and raiding operations;
  3. Assist to conduct and coordinate preliminary information gathering based on the statement from complainant, suspect or witness;
  4. Assist in enforcement actions that include the issuing of statutory and penalty notices and assist in the preparation of any prosecution as part of the enforcement process;
  5. Ensure the evidence collection and preservation are accordance with the SOPs and provision of the law
  6. Facilitate and provide details enforcement activities, reports and conclude task assignments including ad hoc tasks assigned in line with the SOP and regulations;
  7. Execute all monitoring activities and ensure total compliance by all licensees and general public in the State e.g. unlicensed NFP;
  8. Assist to gather local intelligence significant for future/planned enforcement activities;
  9. Effectively address and resolve the complaints/reported cases in line with SOP and regulations;
  10. Facilitate and conduct consumer awareness programmes to stakeholders (public and government agencies)
  11. Assist to provides technical assistance and manage the formulation of appropriate recommendations to address and resolve identified issues to other law enforcement agencies and engage in inter-agency collaboration efforts; and
  12. Utilise and manage the state office budget in line with the SOP and guidelines

Qualifications & Work Experience

  • Candidate must possess at least a minimum Bachelor's Degree in any disciplines with a minimum CGPA of 3.00/4.00 from a reputable university
  • 3 - 4 years relevant experience

Technical Competencies

  1. Policy Development - Sound understanding of the regulatory framework under the CMA'98 and its subsidiary legislations and good grasp of new developments that impact the communications and multimedia industry, from an economic, social, technical and consumer protection perspective.
  2. Project Management - Sound understanding of project management elements — including resources, risks management and problem, diversify and flexibility to adapt and adopt changes and requirements of each project management levels and attention details, effective supervision, sound reporting and writing capabilities, provide critiques for continuous improvement.

  1. Professionalism - able to plan and has good technical skills, conscientious and efficient in meeting commitments and observing deadlines, achievement oriented and tenacious and shows persistence when faced with difficult problems or challenges. Highly independent.
