Bachelor's Degree in Civil Engineering, Quantity Surveying, or related discipline.
Minimum 2 years of relevant experience in procurement or a similar role.
Knowledge of quantity surveying, contract management, tendering process, and Bill of Quantities preparation.
Ability to interpret pricing data, analyze procurement metrics, and evaluate market trends.
Experience with digital procurement platforms or tendering software (e.g., SAP, Oracle, Ariba) is an added advantage.
Good communication skills in both English and Bahasa Melayu (written and verbal).
Good interpersonal skills, with the ability to liaise effectively across different levels of stakeholders.
Proficient in Microsoft Office Suites; Word, Excel, and PowerPoint.
KEY RESPONSIBILITIES:
Manage the complete tendering cycle including registration, invitation, clarification, evaluation, negotiation, contracting and award.
Track and report tendering requisitions using Financial Year (FY) serial numbering system.
Verify Bills of Quantities (BQ) and conduct price evaluations for accuracy and fairness.
Issue Work Orders, Letters of Acceptance, and Purchase Orders for approved tenders.
Identify and source reliable suppliers, subcontractors, and vendors for materials, equipment, and services.
Conduct price benchmarking and market research to identify price trends and secure competitive rates.
Monitor, analyse, and report tendering activities including awarded contracts, final pricing, and cost savings.
Facilitate effective and timely communication with internal and external stakeholders, provide real-time coordination support and issue resolution related to procurement activities.
Perform ongoing review, enhancement, and implementation of tendering processes, including document fees, deposit requirements, bank guarantees, and payment terms.
Ensure procurement and tender processes comply with all internal policies and procedures, and statutory regulations.
Maintain a complete and organized record of all tendering documents for audit purposes.
