The Engineering Manager will be responsible for design development and engineering functions for CSA/MEP systems during the project life cycle, including generating technical proposals during the tender stage, tender costing to support new business potentials, procurement, construction, and testing and commissioning.
Job Responsibilities
Lead and oversee technical and commercial support of all systems for the bidding process both pre-contract phase and post-contract phase including:
- Prospecting stage – manage technical presentation, pre-qual exercise as required.
- Tendering stage – Support presentation & constructability plan, also responsible for costing take-off with detailed BOQ including sourcing, RFQ.
- After LOA stage – Manage the engineers to function as the package owner in terms of the technical perspective, including studying and understanding the contract specifications and interfacing with AE. Thereafter, manage the engineers to advise and develop technical constructability and ensure the use of the right material and method for construction including but not limited to sample submission, method statement, progress claim, VO, VE, as-built/O&M.
- After Kick Off meeting – Lead the engineers to ensure IFC drawings are issued, respond to technical RFI, sample submission as well as mock-up schedule. Mechanical engineers are also responsible for leading and handling the technical meeting after the mock-up.
- During construction stage – Lead the engineers to respond and attend meetings to solve any technical issues at the site.
- Plans and directs all aspects of engineering activities within an organization including scheduling engineers for work, assigning tasks, and reviewing their performance as well as solving internal issues.
- Manage engineering competence and state-of-the-art expertise by recruiting the right competent engineers and developing team members by providing training, coaching, supporting, counseling, and disciplining engineers.
- Forecasting engineering requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions within the department.
- Prepare budgets, bids, and contracts for relevant systems and projects and ensure on-time tender submission by collaborating with other leaders to estimate competitive cost and solve problems quickly.
- Provides engineering recommendations and technical support on engineering reviews, strategic plans, and projects.
- Ensures all engineering projects, initiatives, and processes are in conformance with the organization's established policies and objectives.
- Supervise and lead engineers who design, plan, and develop systems on a project basis and ensure complete projects by supporting and conducting design reviews per established project plans, determining and resolving open action items, constraints to closure, and project risk elements.
- Enforce proper configuration control and document release processes as well as keep detailed records of all pending and completed work orders, maintaining these files in an organizationally implemented record-keeping system.
- Maintains a safe and healthy work environment by establishing, following, and enforcing standards and procedures, complying with codes and legal regulations.
- Guide and coach the engineers to write planning and design outline and commitments; track design work, collect and report technical problems in the process of design; review and provide advice on design drawings of each stage.
- Make detailed department plans to accomplish organizational goals.
- Any other tasks as assigned by superior.
Job Requirements
Bachelor’s Degree in a related field.
Minimum of 10 years’ experience in engineering design and project management or construction management within the industry.
Demonstrate proven skills as a team leader and motivator.
Excellent communication and interpersonal skills with progressive leadership skills.
Good written and spoken English.
Considerable knowledge of industry standards, building codes and practices, construction law, guidelines, and procedures.
General knowledge of CADD and BIM.
Frequently traveling within Malaysia is required.
