The Buyer reports directly to the Manager, Asset Operations Procurement-Peninsular and responsible:
- To manage & execute procurement of materials, equipment and services contracts for low to medium complexity tenders on time and within budget.
KEY ACCOUNTABILITIES
- Competitive supplier selection: Receive requisitions, analyze requirement, specifications, drawings, delivery requirements, prepare bid, request pricing and delivery, process queries from bidders, prepare bid evaluation programs; perform cost /price analysis and priced commercial evaluation of bids; lead negotiation and develop negotiating proposals; place award, develop contract and formalities.
- Coordinate multi-functions bid review (User, Legal, Finance, Insurance, Risk, HSSE, etc.) to ensure technical and commercial evaluation are completed on a timely manner and within budget.
- Provide input to identify cost savings and cost avoidance through analysis of trends, spend data, price variance and benchmarking.
- Ensure consistency in documentations ensuring compliance with PETRONAS Procurement Standard (PPS), regulatory requirements and internal procedures.
- Ensure consistency and accuracy of data provided in the procurement ERP system.
REQUIREMENTS AND QUALIFICATIONS
- Possess at least a bachelor’s degree in any field from recognized universities/academic institution.
- Possess a minimum of five (5) to ten (10) years of experience in oil & gas industry plus a minimum of 3 years’ experience in contracts development and management in the Oil and Gas industry including developing contracting strategies, contract execution up to contract close-out/ post award contract management.
- Experience of compliance processes within a regulated sector.
- Familiar with procurement process in the oil and gas industry.
- Knowledge of upstream contracts and procurement for Operations & Maintenance is an advantage.
- Negotiation, Communication, Managing Interface, Planning and Organizing, Computer (MS Office, MS Project, etc,).
