Job Responsibilities
- Manage and ensure FEMS Civil operation activities, including Preventive Maintenance, Predictive Maintenance, Breakdown Maintenance, Corrective Maintenance, Routine Inspection, Proactive Maintenance, and User Requests, as well as the Sustainability Programme (Indoor Air Quality and Energy Management) in accordance with the Concession Agreement and Company SOP.
- Plan, execute, and control the approved annual budget for FEMS Civil, covering revenue streams (Fees, Variation Orders, Reimbursable Work, Energy Performance Contracting, Energy Management, Indoor Air Quality) and expenditures (maintenance, contractor, and operation costs) to meet the company's Annual Operation Plan (AOP).
- Identify and prepare reports such as Technical Reports, Technical Advice, Condition Appraisals, Monthly Deduction Mapping, Incident Reports, Life Cycle Assessments, Benchmarking, and Civil Drawings, and submit them to MoH via Hardcopy and Assets & Services Information System as per the Concession Agreement.
- Represent management in various internal meetings (Validation, Privatise, Development, Operation Theatre, ILKKM, Quarters) and external meetings (Local Authorities, DOSH, JKN, BOMBA, TNB) to meet hospital requirements.
- Execute and ensure compliance with Health, Safety & Environment policies through activities such as Toolbox Briefings, Workplace Inspections, BEAKON, Safety Committees (HIRADC, EASI), and Safety Days.
- Ensure FEMS Civil services comply with Quality and Environment Management Systems (ISO 9001:2015, ISO 14001:2015, OHSAS 18001:2007) and statutory/regulatory requirements (DOSH, DOE, Energy Commission, SPAN, local authorities) in line with ISO standards and legal regulations.
- Manage stakeholder relationships internally (Headquarters, Regional Office, Hospital Support Services) and externally (Engineering Division, Ministry of Health, Local Authorities) to align with company vision and mission.
- Plan and execute staff performance and development activities, including Training Need Analysis, On-the-Job Training, Performance Monitoring, KPIs, and Competency Training, in accordance with Manpower Norms and company policies.
Job Requirements
- Bachelor's degree in Civil Engineering.
- Minimum of 5 years of relevant work experience.
- Registered with the Board of Engineers Malaysia (BEM).
- Preferably with experience in hospital support services.
