Flex is seeking a senior Human Resources leader to develop policy, direct HR activities and provide guidance on management training, compensation, and employee relations.

Qualifications

  • Bachelor’s Degree in a related field; MBA preferred.
  • Minimum of 8 years HR or related experience with broad-based management and supervision.
  • Demonstrates expert functional, technical and people/process management skills.

Responsibilities

  • Identifies and interprets legal requirements and government reporting regulations affecting HR functions.
  • Advises management on personnel policy and program matters.
  • Coordinates management training in interviewing, hiring, termination, promotions, performance review, safety and sexual harassment.
  • Counsels management and HR staff to ensure compliance with equal employment opportunity provisions and affirmative action initiatives.
  • Supervises the administration of performance review and salary administration programs.
  • Oversees benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave and leaves of absence.
  • Analyzes wage and salary data to determine competitive compensation.
  • Prepares personnel forecast and budget for HR operations.

General Purpose:

Develops policy, and directs and coordinates human resources activities, such as employment, compensation, employee relations, benefits, training, and employee services.

Principle Accountabilities:
  • Identifies and interprets legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures and reporting are in compliance. Advises management on legislative changes affecting personnel programs.
  • Serves as an employee advocate and advisor to management on personnel policy and program matters, making appropriate recommendations to management.
  • Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety and sexual harassment.
  • Consults with and counsels management and human resources staff to ensure that policies, programs and procedures comply with equal employment opportunity legal provisions and support the organization's affirmative action initiatives.
  • Supervises the administration of the performance review and salary administration programs to ensure effectiveness, compliance and equity within organization.
  • Supervises the administration of the benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence and employee assistance.
  • Analyzes wage and salary reports and data to determine competitive compensation plan.
  • Prepares personnel forecast to project employment needs.
  • Prepares budget of human resources operations and accountable for budgetary responsibilities of both compensation and benefits programs.
  • Initiates and develops new programs in accordance with overall company objectives and philosophy.
  • Negotiates contracts and/or fee schedules with benefit providers, search firms, newspapers, community based employment referral services, relocation services and agencies representing temporary and contract workers.
  • Confers with supervisory personnel, human resources staff, legal counsel and employees to investigate, document and resolve alleged violations of law and charges of discrimination or harassment. Prepares report of findings and makes recommendations for corrective action.
  • Serves as ombudsperson to employees with regard to complaints and concerns of possibly discriminatory or harassing behavior.
  • Oversees the analysis, maintenance and communication of records required by law or local governing bodies, or other departments in the organization.
Requirements:
  • Typically requires a Bachelor’s Degree in a related field or equivalent experience and training. A Master's or MBA degree is preferred. Typically requires a minimum of 8 years of human resources or related experience, including broad based management and supervision.
  • Demonstrates expert functional, technical and people and/or process management skills as well as customer (external and internal) relationship skills. Demonstrates detailed expertise in very complex functional/technical area or broad breadth of knowledge in multiple areas; understands the strategic impact of the function across sites.
