A leading multinational semiconductor company seeks an EHS Manager in Malaysia. The role involves overseeing all environmental, health, and safety programs to ensure compliance, driving a safety culture among 4,000 employees, and managing risks associated with semiconductor operations.
Position Title: EHS Manager
Reports To: Site Services Ops Director
Location: Petaling Jaya
Position Overview
Lead the development, implementation, and oversight of all environmental, health, and safety programs to ensure compliance with federal/local regulations (e.g., OSHA, EQA, DOE, DOSH) and semiconductor-specific standards (e.g., RBA, ISO 14001/45001, customer audits). Drive a culture of safety across 4,000 employees while mitigating risks unique to semiconductor assembly & test, expansion project, such as chemical exposure, confined spaces, and high-hazard equipment .
Key Responsibilities
1. Strategic EHS Program Management
- Develop and enforce site-specific EHS policies, emergency response plans, and contamination control protocols aligned with semiconductor manufacturing risks.
- Maintain ISO 14001 (Environmental) and ISO 45001 (Safety) certifications and lead customer audits (e.g. IATF, RBA) .
- Manage budgets for EHS initiatives, safety equipment, and remediation projects .
2. Compliance & Risk Mitigation
- Conduct daily safety audits, risk assessments, and hazard analyses (e.g., Job Hazard Analysis, Lockout/Tagout) for fab operations, facilities, and construction sites .
- Ensure compliance with permits (stormwater, hazardous waste, IETS, APCS) and regulatory reporting (Scheduled waste, IETS, APCS) .
- Lead incident investigations using root-cause analysis (e.g., 5 Whys) and track corrective actions to closure .
3. Training & Culture Development
- Deliver targeted EHS training (e.g., chemical safety, confined space entry, ergonomics) to technicians, engineers, and contractors .
- Chair site EHS committees and empower frontline leaders to promote safety accountability .
- Oversee Emergency Response Teams (ERT), including drills and spill response coordination .
- Lead and coordinate the BCP (Business Continuity Plan) committee.
- Share, learn and work with regional/ global EHS lead and also with sister sites EHS lead.
4. Operational Integration
- Partner with engineering/maintenance teams to review equipment designs, machine safety, and facility modifications for EHS compliance .
- Manage hazardous waste disposal, chemical inventories, and industrial hygiene monitoring (e.g., airborne particulates in cleanrooms) .
- Interface with regulatory agencies (e.g., DOSH, DOE, Bomba) during inspections.
Qualifications
Education & Certifications
- Required: Bachelor’s degree in Environmental Engineering, Industrial Hygiene, Occupational Safety, or related field (preferable science or engineering degree) .
- Preferred:
- Green book (registered Safety Health Officer, SHO), CIH (Certified Industrial Hygienist), or competent person in IETS/ APCS.
- Advanced degree in EHS Management .
Experience
- 10+ years in EHS management within high-volume, 24/7 manufacturing, with 5+ years in semiconductor/electronics sectors .
- Proven track record in:
- Managing confined space/LOTO programs in manufacturing environments .
- Implementing EHS management systems (e.g., ISO 45001).
- Leading teams of 5+ EHS specialists .
Technical Skills
- Expertise in semiconductor EHS regulations (e.g., SEMI S2/S8, NFPA for cleanrooms) .
- Proficiency in EHS software (e.g., Gensuite, Enablon) and data analysis tools .
- Fluency in local language and English.
Leadership Competencies
- Ability to influence cross-functional teams and senior leadership .
- Crisis management skills and agility in high-pressure incidents .
- Data-driven mindset for KPIs (e.g., TCIR, near-miss reduction) .
Performance Metrics
- Reduce Incident Rate (TCIR).
- Maintain 100% compliance with environmental permits and audit closures.
