Deputy Director/Assistant Director (Business Office)

The Assistant /Deputy Director reports directly to the Chief Financial Officer of NCCS. In this role, the incumbent will assist the CFO in leading the Business Office in executing operations and policies, particularly in managing Patient Accounts, Cash Management, Billing and Claim Submission, as well as administering various MOH assistance schemes. Responsibilities include setting financial directives and processes, ensuring compliance with group policies, procedures, accounting standards, and regulations.

The successful incumbent will oversee and manage the day-to-day operations of the Business Office activities and Patients' Accounts Receivables.

Key responsibilities include but are not limited to:

  1. Assist CFO in developing and implementing policies, procedures, and internal controls for all Business Office functions.
  2. Identify strategic opportunities to restructure or amalgamate with other departments to harness synergies and economies of scale related to financial and billing matters.
  3. Supervise and manage Patient Accounts, Cash Management, Billing and Claim Submission, as well as administration of MOH assistance schemes, Medifund, and other Assistance Funds.
  4. Set, monitor, and report on department's key performance indicators and scorecards monthly.
  5. Review and update Standard Operating Procedures and Work Processes to ensure relevance and compliance with regulatory requirements.
  6. Support CFO in timely submission of reports and statistics to MOH, MOHH, SingHealth, and center management.
  7. Conduct research and data analysis to identify trends in receivables and develop processes to improve collections.
  8. Partner with internal and external stakeholders to identify process improvements using automation technologies.
  9. Assist patients and related parties with payment difficulties, financial assistance, and manage related issues and disputes.
  10. Respond promptly to inquiries from MOH, MOHH, 1FSS, SingHealth, or Institution Management regarding Accounts Receivables, Refunds, and Cash Management.
  11. Review and improve processes and IT systems to ensure governance and adherence to revenue and billing standards.
  12. Identify and develop staff with potential for greater responsibilities.

Job Requirements

  • Recognized Degree in Accountancy, Business Administration, or related fields.
  • Minimum of 10 years' relevant experience, preferably in healthcare, with at least 5 years in a senior management role.
  • Strong analytical skills with good interpersonal and communication abilities.
  • Ability to initiate procedures and develop new work strategies to enhance performance.
  • Team player capable of managing cross-functional relationships.
  • Ability to work independently under tight deadlines and handle complex situations.
  • Proficient in Microsoft Office, with advanced Excel skills and experience in data analysis.
  • Capable of working under pressure and within tight schedules.
