Requirements
Job Purpose
- Provide HSSE support for the project team to manage JV's HSE policies, legislations, standards, and guidelines through collaboration with consultants, contractors, and SDP staff. Connect risk assessments on paper to practices on the ground to achieve Zero SIF for the JV.
- *HSSE is a generic industry term that includes security. This role excludes security, but the generic term will be adopted.
Job Responsibilities
- Assess the overall HSSE performance, resulting in the JV's Problem Statement, and develop an annual improvement plan.
- Assess and update HSSE Risks using HEMP or HIRARC.
- Influence the JV to adopt the SDP Barrier Thinking approach.
- CULTURE - Promote a culture of reporting, including hazard hunting.
- COMPETENCE - Organise internal and external workshops to ensure personnel are CIDB accredited.
- COMPLIANCE - Work with project teams to enforce rules, including stop work and consequence management.
- Drive the ‘Paper to People' programme by connecting systems to workers, ensuring the Permit-to-Work system reflects reality on the ground.
- Develop Safety Management Systems, such as mandatory requirements, SOPs, Work Instructions, and Guidelines.
- Develop a bridging document where requirements differ from SDP.
- Analyze gaps against OSHA 1994 (amendment 2022) and develop gap closure plans.
- Develop and monitor leading and lagging indicators.
- Conduct incident investigations using appropriate tools.
- Facilitate management reviews.
Education/Professional Qualification & Experience
- Minimum degree in HSE or Engineering background.
- Candidates with an Engineering Diploma and a Masters in Health and Safety will be considered.
- Alternatively, any other qualification with at least 10 years of construction HSE experience will be considered.
- Experience in construction or projects in property development, oil & gas, or manufacturing sectors.
- Degree holders require a minimum of 5 years' experience.
- Engineering Diploma and Masters in Health and Safety require at least 8 years' experience.
- Other qualifications require a minimum of 10 years' construction HSE experience.
- Experience in sustainability responsibilities is an advantage.
