Job Summary:
Responsible for directing, planning and managing critical initiatives, as well as developing, refining and communicating online content regulatory and management policies. The role involves fostering a safe and inclusive environment for online communities while preventing harmful content. The incumbent will also establish and maintain strategic relationships with internal and external stakeholders in alignment with national policy objectives and the Communications and Multimedia Act 1998 (CMA 1998).
Key Responsibilities:
1) Policy, Regulatory, and Strategy Framework Development
Develop comprehensive policy, regulatory, and strategy frameworks for internet and broadcasting content and activities within the Communications and Multimedia (C&M) sector, to ensure alignment with National Policy Objectives outlined in the CMA 19.
2) Policy Monitoring and Analysis
Identify, monitor, and analyze policy and law enforcement issues at the intersection of technology, social media, and local developments. Manage arising issues at international, regional, federal, and state levels effectively and efficiently.
3) Regulatory Compliance and Self-Regulation
Lead the development of principles and policies related to regulatory compliance, including takedown requests and law enforcement requests. Focusing on compliance policies, stakeholder engagement and regulatory escalations. Promote self-regulation through effective management of the Communications and Multimedia Content Forum and the CASP licensees.
4) Safety Policy Risk Assessment and Response
Identify and analyze safety policy risks, trends, and issues in the policy development processes associated with new online safety legislation. Share insights with teams involved in policy missions across the organization to aid in strategic planning and response to local regulatory initiatives.
5) Strategic Engagement and Relationship Building
Initiate and develop strategic engagements with policymakers, law enforcement, security officials, government authorities, industry partners, key opinion formers, and non-profit groups. Manage effective working relationships and support policies for a user-focused, private, safe, and secure online environment.
6) National Escalation Point and Representation
Act as a national escalation point of contact for complex or high impact regulatory issues, representing MCMC in various settings. Communicate, influence, and promote MCMC’s interests and positions on key law, content enforcement, and public policy issues at national, regional, and global levels.
7) Country and Region-Focused Engagement
Craft and execute country and region-focused engagement strategies and programs involving cross-functional teams. Collaborate with government authorities, non-governmental organizations, academics, and think tanks on online safety, privacy, and security.
8) Safety-Related Events and External Engagement
Drive the development and execution of safety-related events, program elements, educational materials, and advocacy campaigns. Enhance awareness of the organization's efforts in ensuring online safety. Build connections with communities to promote digital literacy, inclusion, empowerment, and citizenship.
9) Content Forum Management and Compliance Assessment
Direct and assess compliance of licensees to license conditions (Censorship, Prohibited content, Public Service Announcements (PSAs), Advertisements, News, Language, Local Content, New Channel notification and Content Code) in line with the regulatory requirements.
10) Industry Collaboration and Partnership
Engage and build relationships with partners from social media, technology companies, and broadcasting firms. Lead collaboration and partnership initiatives with key stakeholders in the industry to positively shape content enforcement and policy debates.
11) Team Goal Setting and Performance Management
Establish team goals, work with direct reports on execution strategies, measure progress, and share results. Manage and develop direct reporting staff.
12) Expenditure Management
Control departmental expenditure within agreed budgets. Ensure activities meet
organizational requirements for quality management, legal stipulations, environmental policies, and general duty of care.
