A leading telecommunications company is seeking a Regional Talent Acquisition Manager to spearhead talent acquisition strategies across Southeast Asia. The ideal candidate will have extensive experience in recruitment, particularly in expatriate hiring within Malaysia. Strong leadership and stakeholder management skills are essential for this role, which involves collaborating with hiring managers and optimizing recruitment processes. The position offers a dynamic environment where strategic thinking and cultural adaptability are key to success.
The Regional Talent Acquisition Manager/Lead is a key leadership role responsible for developing and executing talent acquisition strategies across the Southeast Asia region. This role will lead a team of talent acquisition professionals and partner with hiring managers to attract, engage, and hire top talent to support our company's growth and business objectives. The ideal candidate will have a proven track record of success in full-cycle recruitment, a deep understanding of the Southeast Asian talent market, and expertise in managing complex recruitment projects, including expatriate hiring in Malaysia.
Responsibilities:
Regional Talent Acquisition Strategy:
Develop and implement comprehensive talent acquisition strategies for the Southeast Asia region, aligned with business goals and workforce planning.
Identify and analyse talent market trends, competitive landscape, and sourcing channels to optimize recruitment effectiveness.
Drive the development of innovative sourcing strategies to attract both active and passive candidates across the region.
End-to-End Recruitment:
Manage the full recruitment lifecycle, including job requisition, sourcing, screening, interviewing, selection, offer negotiation, and onboarding.
Ensure a positive candidate experience throughout the recruitment process.
Utilize and optimize our Applicant Tracking System (ATS) and other recruitment technologies.
Manage the recruitment and relocation of expatriate employees, with a focus on candidates from Myanmar and the Philippines.
Possess in-depth knowledge of Malaysian government regulations and processes related to expatriate work permits, visas, and immigration.
Collaborate with external vendors and government agencies to ensure compliance and smooth relocation processes.
Stakeholder Management:
Partner with hiring managers across the region to understand their talent needs, provide guidance on best practices, and ensure alignment on recruitment strategies.
Build strong relationships with key stakeholders, including HR Business Partners, department heads, and senior management.
Team Leadership and Development:
Lead, mentor, and develop a high-performing regional talent acquisition team.
Set team goals, monitor performance, and provide regular feedback and coaching.
Foster a collaborative and results-oriented team environment.
Employer Branding:
Enhance and promote our employer brand across the Southeast Asia region to attract top talent.
Develop and execute recruitment marketing initiatives, including online presence, social media, and recruitment events.
Compliance and Reporting:
Ensure compliance with all applicable labour laws and regulations in each country within the Southeast Asia region.
Maintain accurate recruitment data and provide regular reports on key metrics, such as time-to-fill, cost-per-hire, and candidate satisfaction.
Analyse recruitment data to identify areas for improvement and optimize processes.
Manage relationships with external recruitment agencies and vendors, ensuring cost-effectiveness and service quality.
Negotiate contracts and service agreements with external partners.
Qualifications:
Bachelor’s degree in human resources, Business Administration, or a related field.
8 years of experience in talent acquisition, with at least 3 years in a regional role covering Southeast Asia.
Proven track record of success in managing end-to-end recruitment processes across multiple countries in Southeast Asia.
Extensive experience in managing expatriate hiring, specifically into Malaysia, with a strong understanding of Malaysian government regulations, work permits, and visa requirements for candidates from Myanmar and the Philippines.
Experience in the telco industry is highly preferred.
Strong leadership skills with experience in managing and developing a team of talent acquisition professionals.
Excellent communication, interpersonal, and stakeholder management skills.
Ability to work effectively in a fast-paced, dynamic, and matrixed organization.
Proficiency in using Applicant Tracking Systems (ATS) and other recruitment technologies.
Strong understanding of Southeast Asian labour markets, cultural nuances, and employment practices.
Ability to analyse data, identify trends, and make data-driven decisions.
Excellent English language skills: proficiency in other Southeast Asian languages is an asset.
