JOB SUMMARY
Assist and provide support to Region Head for asset maintenance services of water treatment plant. This includes managing, leading, plan, strategize and organize M&E teams for the smooth and efficient management of assets and maintenance operation of M&E Production Northern Region
KEY DUTIES AND RESPONSIBILITIES
Ensure That Asset Maintenance in WTPs Compliance to All Approved Practices, Procedures and Regulations
- Manage, plan, organise asset maintenance activity effectively and efficiently for the smooth operation of Northern Region WTPs.
- Monitor equipment performance, analyze failures and breakdown, implement remedial actions to improve plant equipment based on priorities
- Prioritize tasks and assign team members to ensure the overall resources are used effectively and that project / task deadlines are met.
- Ensure maximum utilisation of maintenance resources such as manpower, tools and spares.
- Develop and implement assets maintenance optimization of WTPs
- Ensure all relevant laws related to DOSH, ST and KPDNHEP are adhered and complied
- Ensure all M&E works, upgrading and modification works are address effectively and minimise interruption of WTP operation
- Ensure Standard Operating Procedure and Operation & Maintenance Manual of the M&E assets are fully implemented and understood by all staffs.
- Provide technical assistance & guide in solving problems beyond decision or capabilities of the engineers.
- Ensure M&E assets are well maintained and ensure continuous improvement in reducing downtime.
- Develop and implement PM, CM, CBM, RCA and RCM programs and conduct review when required.
- Ensure optimum use of WAMS / TAMS in all asset management & maintenance activities and proper documentation of maintenance records.
- Liaison with local authorities such as DOSH, ST as well as TNB in matters relating to maintenance of WTP.
Human Resource Matters
- Support HR strategies through staff development, staff engagement and training programs
- Manage performance appraisals and monitoring methods that drive high performance in M&E
- Nurturing a positive working environment
- Ensure compliance to Health & Safety, Environment and Security measures
Procurement Matters
- Ensure all M&E procurement procedure are adhered to company policies,
- Ensure procurement strategy that are cost effective
- Monitor the availability and recommend purchase of critical spares, materials & services
- Verify the competency of vendors before awarding contract or purchase
- Approving purchase requisitions, organizing, and confirming delivery of goods and services as stipulated time frame.
Finance Matters
- Manage the annual M&E budget preparation for the NRO WTPs
- Monitor budget utilization / spending patterns in order to meet action plans or for emergency work
- Supervise the issuance of purchase requisition and purchase order
- Ensure all M&E financial matters are managed according to company policy and procedures
- Accept the responsibilities when transferred to other Department from time to time as may be directed by the Management as part of the multiskilling training or exposure.
