Job Purpose

The Document Controller is responsible for the effective management of documents across HSSE departments to ensure accuracy, traceability, accessibility, and security of organizational records at RTS Operations Pte. Ltd. This role is critical to maintaining compliance with internal standards and external regulations, supporting smooth project execution, and upholding the company’s commitment to operational excellence and data integrity.

Key Accountabilities

  1. Establish and maintain document control systems in accordance with RTSO company policies and industry standards.
  2. Receive, log, review, track, and distribute all incoming and outgoing HSSE documentation, including contracts, reports, and correspondence.
  3. Ensure version control, file integrity, and archiving practices are consistently followed across all document types.
  4. Work closely with internal teams to collect, verify, and distribute documents timely and accurately.
  5. Monitor document workflows and support teams in meeting project timelines and documentation requirements.
  6. Regularly audit document control processes to identify inefficiencies or compliance gaps and recommend improvements.
  7. Maintain confidentiality and ensure data security for all sensitive or proprietary documents.
  8. Support document retrieval and access requests during audits, reviews, or inspections.
  9. Coordinate with external vendors, contractors, or clients regarding document submissions and approvals.

Qualifications, Skills & Knowledge

  • Minimum Diploma in Business Administration, or equivalent.
  • Minimum 3 years of experience in a related field, such as railway operations or constructions.
  • Strong organizational and time management skills with acute attention to detail.
  • Familiarity with ISO standards (such as ISO 14001, ISO 45001, and ISO 9001) is a strong advantage.
  • Proficiency in electronic document management systems – Team Binder.
