A leading company in Malaysia is seeking a Chief Technology Officer (CTO) to lead a pioneering Waste-to-Energy (WtE) project. This role will involve overseeing technical execution, technology selection, and stakeholder engagement, contributing to sustainable energy solutions. We are seeking a visionary and technically strong Chief Technology Officer (CTO) to spearhead a full-cycle Waste-to-Energy (WtE) project in Malaysia—from feasibility, technology selection, design, and plant construction through to operations. You will lead engineering, innovation, and strategic partnerships to deliver a scalable, bankable, and sustainable WtE facility using best-in-class technology.
This is a founding leadership role reporting directly to the CEO, with technical authority over the project.
Project Leadership: Drive end-to-end technical execution of a WtE plant—from concept design, permitting, and procurement to construction, commissioning, and operations. Providing technical leadership and strategic direction for the company's waste-to-energy initiatives
Technology Selection: Evaluate and select optimal WtE conversion technologies (e.g., anaerobic digestion, pyrolysis, gasification, RDF, biomass incineration) suitable for local feedstock and regulatory conditions. Overseeing the design, development and implementation of cutting-edge waste-to-energy technologies
Engineering Oversight: Build, mentor, develop and lead multidisciplinary engineering teams (mechanical, electrical, civil, process), EPC contractors, and external consultants.
Budget & Timeline Control: Collaborate with COO and CFO to ensure the project is delivered on time, on spec, and on budget.
Regulatory Compliance: Ensure full compliance with Malaysian environmental and energy regulations (e.g., DOE, SEDA, MESTECC).
Innovation & IP: Identify opportunities for technology IP, modular system design, and future scale-up.
Stakeholder Management: Represent the technical vision to investors, government agencies, partners, and community stakeholders.
Operations Readiness: Oversee plant commissioning, SOP development, and training of operations & maintenance (O&M) teams.
Education & Experience
Bachelor’s or Master’s degree in Mechanical, Chemical, Process, or Energy Engineering (PhD is a plus).
10+ years of experience in energy infrastructure projects; (minimum 5 years in waste-to-energy, bioenergy, or thermal conversion systems is a plus)
Proven track record delivering one or more WtE or industrial plant projects (preferably in Southeast Asia).
Technical Skills
Deep knowledge of WtE systems: incinerator, combustion, anaerobic digestion, RDF, pyrolysis, syngas, etc.
Strong understanding of plant design, thermodynamics, flue gas treatment, emissions control, and utility interconnection.
Experience managing EPC contracts and international technology suppliers.
Ability to translate technical complexities into actionable plans and communicate effectively with both technical and non-technical stakeholders
Passion for sustainable energy solutions and a commitment to environmental stewardship
Leadership & Communication
Strategic thinker with the ability to lead large cross-functional technical teams.
Excellent communication and stakeholder engagement skills.
Ability to interface effectively with government, investors, and engineering partners.
Experience with Malaysian environmental permitting (e.g., EIA/DOE).
Familiarity with carbon credits, CDM/VERRA, or ESG-linked project finance.
Experience with modular, off-grid, or decentralized energy systems.
