Bid Evaluation Cost Analysis & Optimization

Conduct cost assessments for data center operation & maintenance (O&M) tender projects, including technical solution economic analysis and total lifecycle cost calculation, to provide professional support for bid evaluation decisions.

Establish bid evaluation cost models for O&M services and equipment procurement (covering initial investment, energy consumption, maintenance, residual value, etc.) to quantify cost differences across bidding proposals.

Work with technical and O&M teams to evaluate cost-critical aspects of bid documents, identify hidden cost risks (e.g., O&M response terms, SLA penalty costs), and propose optimization recommendations.

4.Historical Data Analysis

Develop an O&M cost benchmark database based on past tender data to validate bid price reasonableness and provide cost deviation alerts.

5.Total Cost of Ownership (TCO) Management

Participate in drafting tender technical specifications, incorporating long-term O&M cost requirements (e.g., energy efficiency standards, spare parts compatibility) into procurement needs.

Lead cost structure analysis of bidding suppliers, conduct industry benchmarking, and drive dynamic adjustments to procurement strategies.

7.Dynamic Cost Management

Regularly generate standardized cost analysis reports to track and optimize cost performance.

Requirements:

5+ years of experience in infrastructure O&M/procurement cost analysis, with independent leadership in cost estimation for at least 3 major bid evaluation projects; familiar with dynamic cost modeling logic.

Knowledge of TCO and other cost assessment methodologies, capable of building quantitative cost models for electrical/HVAC equipment O&M.

Bachelor’s degree or higher in Engineering Economics, HVAC/Electrical Engineering, Supply Chain Management, or related fields; strong willingness to learn.

Location can be either at Bukit Jalil or Cyberjaya
