Job summary

A leading global consultancy in Kuala Lumpur is seeking a Cost Engineer with substantial offshore and onshore project experience. The role focuses on CAPEX cost estimation and commercial deliverables for EPCI projects. Candidates should have a bachelor's degree in a relevant field and 7-10 years of industry experience, preferably with FPSO projects. Proficiency in Microsoft Excel and risk management is essential. Qualifications

• 7 to 10 years working experience in Offshore or Onshore Oil & Gas Projects.
• Experience in EPCI phase as Project Management preferred.
• Experience on Cost Estimation for Offshore/FPSO Projects preferred.

Job description

Responsible for:
i) EPCI CAPEX cost estimate and associated commercial deliverables during proposal phase; and
ii) Reference cost data analysis and benchmarking data development/ update

Key Accountabilities

Cost Engineering Skills and Knowledge

To have good understanding on the industrial standard cost engineering terminology (Estimate classification, estimate methodologies, estimate review and validation, etc.)

Coordinate and interface with technical/ commercial professionals, vendors, subcontractors and client to EPCI CAPEX costing within the time frame

Develop CAPEX cost estimate along with back-up data based on technical/ executional input

Work out commercial deliverables related to CAPEX (e.g. Compensation Form, Basis/ Assumption of CAPEX Estimate, Commercial Qualifications, etc.) to read thru the ITT documents as part of Commercial Bid Proposal

Cashflow Projection

Produce cashflow projection (cash-in/cash-out) based on Project Schedule, Milestone Payment from Company and payment terms by Vendors/ Subcontractors

Cost data analysis

Collect, assort various cost data along with technical information for benchmarking and analyze tendency, correlation or algorithm in order to develop applicable estimate methodologies.

Knowledge of risk management and risk contingency

Define and identify risks in terms of opportunities and threats. To have knowledge of risk management process. To have good understanding on the concept of risk contingency and allowance

Qualifications

-Bachelor’s degree in Business, Accounting, Finance or Engineering/Construction Management. Experience in lieu of college degree may be accepted.

7 to 10 years working experience of Offshore or Onshore Oil & Gas Projects especially EPCI phase as Project Management or (preferable for Offshore, especially FPSO Projects experience)

Preferable to have experience on Cost Estimation on Bid/FEED on Offshore or Onshore Oil & Gas Projects (preferable for Offshore, especially FPSO Projects experience)

Competencies
Technical:
- Familiar with FPSO projects including some technical knowledge.
- Basic understanding of project management process.
- Strong knowledge and skills of Microsoft Excel.
