Job description

Assist the Sr. Contract Manager in all contract administration activities, including pre-contract and post-contract phases.

Pre-contract: preparation and submission of tender projects.

Post-contract: organizing and calling off tenders, preparing cost comparisons, managing cost planning and budgets.

Proficient in cost estimating, contract negotiation, and project delivery.

Prepare, review, and negotiate terms of contracts, subcontracts, and consultancy agreements to safeguard company interests.

Ensure compliance with contractual obligations, project requirements, and relevant Malaysian laws (e.g., CIDB Act, PAM Conditions, PWD Contract).

Monitor and manage contractual claims, including variations, extensions of time (EOT), loss and expense (L&E) claims, and final account settlements.

Quantity Surveying Duties:
  • Prepare and manage project budgets, cost plans, and tender documentation.
  • Conduct tender evaluations, contract award recommendations, and procurement strategies.
  • Evaluate and certify subcontractor progress claims, variations, and final accounts.
  • Track and report project cash flow forecasts and implement cost control measures to minimize overruns.
  • Undertake value engineering, cost analysis, and risk assessments.
Coordination & Stakeholder Management:
  • Liaise with project teams, consultants, clients, and subcontractors to ensure effective communication and resolution of contractual or commercial issues.
  • Participate in project meetings and provide contractual advice and cost control support.
Reporting & Documentation:
  • Maintain systematic records of correspondence, contract documents, variation orders, and claims.
  • Prepare periodic cost and commercial reports for management review.
Requirements:
  • Bachelor’s Degree in Quantity Surveying, Construction Management, or equivalent.
  • Minimum 5–8 years of relevant experience in construction contract administration and quantity surveying in Malaysia.
  • Good knowledge of local construction laws, contracts (e.g., PAM, PWD, CIDB), and practices.
  • Strong negotiation, analytical, and communication skills.
  • Proficient in Microsoft Office and QS software such as CostX, Buildsoft, or similar.
  • Familiar with tendering procedures, procurement, and project finance.
  • Able to work independently under pressure and meet deadlines.
Additional Advantages:
  • Membership with recognized professional bodies (e.g., RISM, AIQS, RICS) is advantageous.
  • Experience in major civil or infrastructure projects (e.g., MRT, highways) is highly desirable.
  • Bilingual proficiency in English and Bahasa Malaysia; Mandarin is a plus (for dealing with Chinese-speaking subcontractors/suppliers).
