Job summary

Job description

Key Responsibilities:

Category Management

  • Analyse and manage assigned categories for operational and maintenance activities during construction, ensuring effective procurement strategies that optimise value, cost, and budget allocation in line with Company and Government objectives.

Sourcing Management

  • Lead and manage end-to-end sourcing activities, adopting best procurement practices to ensure cost efficiency, quality, and timely delivery.
  • Oversee the pre-tender and tendering process, including cost planning, tender document preparation, evaluation, clarification, negotiation, and presentation to the Management Tender Committee.
  • Ensure compliance with the Base Action Programme (BAP), Client/Government cost ceilings, and internal governance standards.
  • Implement cost control measures to ensure proposals remain within approved budgets and escalate variances as necessary.
  • Manage the RFI/RFQ/RFP process, ensuring all required documentation and approvals are secured in accordance with procurement policies.
  • Drive innovation and continuous improvement in procurement processes to align with corporate and regulatory initiatives.
  • Support the Bumiputera Empowerment Agenda (BEA), including Vendor Development Programs (VDP) and obligations under the Concession Agreement.

Contract Management

  • Manage and review all post-contract deliverables, including contract agreements, performance bonds, insurance, interim payments, variation orders, extensions of time, completion certificates, and final accounts.
  • Analyse cost implications of contractor/consultant proposals in collaboration with technical departments.
  • Monitor project performance against contractual obligations, ensuring timely completion within budget and scope.
  • Review, validate, and manage claims, payments, and disputes to safeguard the company’s best interests.
  • Evaluate vendor/contractor performance and provide input for future vendor selection.

Requirements:

  • At least a Degree in Quantity Surveying/ Building Surveying or equivalent
  • At least 10 - 15 years in handling projects, contracts and cost operation matters
  • Minimum of 5 years experience in infrastructure/highway projects is necessary
