Job Scope
General Responsibilities
- Head of Deck Department; assume Master's duties if required.
- Supervise deck crew, maintain discipline, and ensure safe, efficient operations.
- Familiar with all aspects of ship operations to be ready for command.
Safety & Security
- Appointed as Ship’s Safety and Shipboard Security Officer (SSSO).
- Ensure compliance with Company, Port, and Government safety regulations.
- Supervise handling of heavy lifts and inspect ship before departure.
- Conduct re-inspections during voyage, especially before adverse weather.
- Maintain watertight integrity of compartments (excluding engine/boiler rooms).
- Oversee maintenance and readiness of LSA/FFA equipment.
- Conduct regular safety drills and crew training.
Cargo Operations
- Manage loading, discharging, and ballasting in consultation with the Master.
- Coordinate with terminals and charterers.
- Not authorized to sign official documents unless Master is incapacitated and with Company approval.
- May sign operational documents (e.g., checklists, damage reports) with Master’s prior advice.
Maintenance Duties
- Implement and monitor the Planned Maintenance System (PMS).
- Oversee upkeep of decks, wheelhouse, and accommodation.
- Manage deck stores inventory and pollution prevention measures.
- Ensure oil spill response equipment is ready.
Dry-Docking
- Ensure health and safety compliance during dry-docking operations.
- Follow procedures outlined in the Safety Management System.
System Familiarity
- Ensure crew are familiar with control piping, valves, and electrical systems for emergency response.
Record Keeping
- Maintain cargo files and PMS records.
- Ensure proper entires in the Deck Logbook.
Personnel Management
- Support training of junior crew and Second Officer.
- Inspect crew quarters for cleanliness and hygiene.
- Appointed as Designated Garbage Person-In-Charge.
- Conduct and document drills per SOLAS, ISM, ISPS, and Company schedule.
- Provide onboard medical care (unless a Medical Officer is present).
- Ensure availability and use of PPE.
- Keep navigational watch as assigned by the Master.
Handover Procedures
- Prepare and submit Handing Over/Taking Over Report (Form PSAM-D-301).
- Incoming Chief Officer must inspect ship, focusing on cargo, ballast, stores, maintenance, and safety.
