Assist the Supply Chain Manager in maintaining the smooth operation of daily purchasing activities, ensure SOPs, policies, and management directions are followed by the team and improved where necessary, and ensure the Purchasing team adds value to the company’s objectives.

Responsibilities include the following. Other duties may be assigned.

  1. Manage a team of Direct and Indirect Buyers.
  2. Ensure all buyers are familiar with SOPs, policies, and management direction and follow them.
  3. Promote a team spirit of continuous improvement, mutual support, ownership, and accountability.
  4. Support buyers with day-to-day operational issues as the first-line supervisor.
  5. Coordinate with the Supply Chain Manager and the Buyers Team to achieve management-set goals.
  6. Coordinate and approve leave requests and other minor HR-related activities.
  7. Provide input and support to the Supply Chain Manager to grow team members in line with company direction and staff capabilities.
  8. Generate Purchase Orders to suppliers (common raw materials & indirect purchases) after vetting all purchase requisitions.
  9. Coordinate with internal customers, warehouse, and suppliers for daily JIT deliveries.
  10. Source and purchase indirect materials, stationery, hardware, and services.
  11. Support PR/Fix asset/Petty cash buy requests by the internal team.
  12. Analyze capacity and material availability to help determine scheduling.
  13. Communicate with planners and sales to understand demand.
  14. Manage subcontracting of material planning and semi-material delivery.
  15. Ensure sufficient inventory of safety stock materials, practice prudent purchasing, and prevent over-stocking.
  16. Ensure all delivery complaints from production are attended to and follow-up with suppliers and warehouse.
  17. Request quotations, negotiate pricing & MOQ, and liaise with suppliers on matters related to sample requisitions, TDS, CSDS, and order issues.
  18. Maintain and create new item codes for purchase materials and update procurement information in ERP systems.
  19. Handle import shipments; liaise with suppliers and shipping departments for documentation required for import clearance.
  20. Ensure all records and documentation are accurate, up-to-date, and filed.
  21. Maintain/review preferred supplier list and add/remove suppliers.
  22. Source new suppliers/products to support new product development or reduce supply risk.
  23. Handle quality issues with suppliers cooperatively with other departments for the best commercial and technical benefit.

Qualifications

Minimum 4 years of senior role working experience in related fields such as Procurement Officer, Materials Buyer, Tactical Purchaser, Technical Buyer, Purchasing Executive, or Supply Chain Executive.

High level of integrity, assertiveness, and honesty.

Education and/or Experience

Bachelor's Degree in any discipline or equivalent.

Language Skills

Ability to read and write in English; Mandarin is an advantage.

Computer Skills

Knowledge of ERP systems; Oracle knowledge is an advantage. Familiar with operating systems such as Windows.

Work primarily in a manufacturing environment, in a well-ventilated area, with moderate noise levels.

Work Requirements

Compliance with all relevant HID Global policies and procedures related to Quality, Security, Safety, Business Continuity, and Environmental systems.
