Job description

Manage contract administration, cost management, and cost control at pre and post contract stages for developments/projects within Business Unit(s).

Job Responsibilities

  • Manage and lead contract administration, cost management, and cost control at pre and post contract stages for developments/projects within Business Unit(s).
  • Ensure all product design and material specifications are within reasonable cost data ranges and approved budgets.
  • Lead in cost management during the pre-contract phase and cost control during implementation.
  • Analyze and update cost data manual for tendered projects and establish cost trends and directions for business decisions.
  • Coordinate with Tender team during tendering and awarding processes as per agreed timelines and costs.
  • Review and verify Requisition Forms for TCS/Maintenance works and contractor appointments, ensuring compliance with authority limits.
  • Monitor and ensure the execution of contract documents and rate rationalization within reasonable periods and SOP.
  • Verify and approve Payment Advice (CPA) to Contractors and Consultants for initial payments and at stages of CPC/CMGD/Financial Certificates as per SOP.
  • Verify variation orders and extension of time (EOT) forms based on contract provisions and SOP for management approval.
  • Track, manage, and report all construction cost variation orders and EOTs, ensuring timely approval processes.
  • Advise on contractual matters during contract implementation.
  • Ensure final account documentation is completed within twelve (12) months from the certificate of Practical Completion (CPC) and present to relevant committees.
  • Provide input for tender documents, including VO approval, for presentation in management meetings.
  • Conduct market intelligence and provide insights on industry cost benchmarks and impacts, especially regarding materials and services.
  • Lead the utilization of procurement systems and tools in executing procurement activities.
  • Collaborate with township and relevant departments on costing/budgeting for the Annual Operating Plan.
  • Coach and develop team members to ensure effective and efficient delivery of business results.

Education/Professional Qualification & Experience

  • 6-8 years of relevant experience in the Property Development Industry.
  • Registered Member of Board of QS Malaysia (BQSM) or Royal Institute of Surveyors Malaysia (RISM).
