A leading NGO in Malaysia is seeking a motivated Assistant HR Manager to enhance HR operations and support talent acquisition efforts. The successful candidate will play a crucial role in managing HR functions including recruitment, employee relations, and compliance with labor laws. We are seeking a motivated and experienced Assistant HR Manager to support our HR operations and contribute to the strategic development of our human resources function. This role offers an excellent opportunity to work in a fast-paced NGO environment while supporting a team members across various programs and initiatives.
Assist in managing day-to-day HR operations including recruitment, onboarding, payroll processing, and employee relations
Support the maintenance and updating of employee records in our digital HR system
Assist with leave management, attendance tracking, and employee documentation
Help coordinate employee benefits administration including EPF, SOCSO, EIS, and health insurance
Support end-to-end recruitment processes for local and international positions
Assist in screening candidates, scheduling interviews, and conducting reference checks
Help develop job descriptions and recruitment materials
Support onboarding programs for new hires during probationary periods
Assist in coordinating staff training and leadership development programs
Help track training completion rates and maintain training records
Support the planning and execution of professional development initiatives
Assist with annual performance management cycles and career development planning
Support conflict resolution processes and disciplinary procedures
Assist in HR-related investigations while maintaining confidentiality
Help ensure compliance with Malaysian labor laws and NGO best practices
Support international HR compliance for volunteer programs and cultural exchange staff
Assist in policy development and implementation
Support organizational restructuring and change management initiatives
Help prepare HR reports and analytics for senior management
Assist with special projects and ad-hoc HR initiatives
Bachelor's degree in Human Resources, Business Administration, or related field
Minimum 2-3 years of HR experience, in NGO or multicultural environments
Experience with Malaysian labor laws and statutory requirements (EPF, SOCSO, EIS)
Proficiency in HR information systems and digital platforms
Strong knowledge of Microsoft Office Suite (Excel, Word, PowerPoint)
Experience with payroll processing and benefits administration
Familiarity with recruitment platforms and applicant tracking systems
Strong interpersonal and communication skills in English and Bahasa Malaysia
Excellent organizational and time management abilities
High level of confidentiality and professional integrity
Problem-solving skills and attention to detail
Ability to work effectively in a multicultural environment
Professional HR certification (HRDF, MIHRM, or equivalent)
Experience working with international staff and volunteers
Knowledge of additional languages
Experience in change management and organizational development
Familiarity with NGO operations and compliance requirements
