Job summary

Mulia Property Development Sdn. Bhd. is seeking an senior engineering leader to head IFM functions in Kuala Lumpur.

The role focuses on strategic planning, asset management, and maintaining high reliability across mechanical, electrical, fire protection, BMS, and infrastructure systems. You will lead cross-disciplinary teams, manage budgets, and implement best practices to enhance service availability, efficiency, and safety within flagship developments.

Qualifications

  • Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Facilities Engineering, Building Services Engineering, or related discipline.
  • Registered Professional Engineer (PE) is highly desirable.
  • MBA or postgraduate qualification in Engineering Management, Business Administration, or Asset Management will be an added advantage.
  • Professional certifications such as Project Management, Facilities Management, are preferred.

Responsibilities

  • Assist the Head of IFM in leading the Facilities Management and operations.
  • Oversee multidisciplinary engineering functions including Mechanical Systems, Fire Protection Systems, BMS, Gondola, Vertical Transportation, Civil & Structural Maintenance, Building Infrastructure.
  • Establish engineering standards, best practices, and continuous improvement initiatives.
  • Develop engineering strategies aligned with business objectives and long-term asset management plans.
  • Analyse operational performance and identify opportunities for service improvement, operational efficiency, and cost optimisation.
  • Prepare strategic business cases and technical papers for senior management approval.
  • Develop short, medium, and long term engineering improvement plans.
  • Support Facility Improvement Program and Building Improvement Program to improve building performance and services availability.
  • Assist in preparing and managing annual operating and capital expenditure budgets.
  • Evaluate engineering proposals using Total Cost of Ownership (TCO) and Life Cycle Cost Analysis (LCCA).
  • Analyse commercial and operational implications of engineering decisions and present options to enable management decisions.
  • Lead multidisciplinary engineering teams across Mechanical, ACMV, Fire Protection, Vertical Transportation, Civil, BMS and Infrastructure.
  • Build a high-performance culture through performance management and succession planning.
  • Lead preventive, predictive, and corrective maintenance programmes.
  • Monitor engineering KPIs such as Asset Availability, PM Compliance, Equipment Reliability and Energy Performance.
  • Lead root cause investigations for major equipment failures to achieve operational excellence.
  • Develop engineering reliability improvement programmes and lifecycle replacement planning.
  • Review engineering calculations, designs, shop drawings, specifications, and consultant recommendations.
  • Manage engineers, consultants, contractors, vendors, and service providers ensuring budgets, schedules, quality, and regulatory compliance.
  • Coordinate tenant fit-out engineering reviews and infrastructure upgrades.

Education

Bachelor's Degree in Mechanical Engineering

Job description

Key Responsibilities
1. Engineering Leadership & Operations

Assist the Head of IFM in leading the Facilities Management 2. Oversee multidisciplinary engineering functions, including Mechanical Systems, Fire Protection Systems, Building Management System (BMS), Gondola, Vertical Transportation Systems, Civil & Structural Maintenance, Building Infrastructure, ensure engineering systems achieve high levels of reliability, safety, availability, and operational efficiency. Establish engineering standards, best practices, and continuous improvement initiatives.

2. Strategic Planning & Business Management

Support the Head of IFM in developing engineering strategies aligned with business objectives and long-term asset management plans. Analyse operational performance and identify opportunities for service improvement, operational efficiency, and cost optimisation. Prepare strategic business cases and technical papers for senior management approval.

  • Develop short, medium, and long term engineering improvement plans.
  • Support Facility Improvement Program, Building Improvement Program to improve overall building performance and services availability.

Assist in preparing and managing annual operating and capital expenditure budgets. Evaluate engineering proposals using Total Cost of Ownership (TCO), Life Cycle Cost Analysis (LCCA).

Analyse commercial and operational implications of engineering decisions. Prepare multiple implementation options, clearly articulating technical, commercial, operational, and financial advantages and disadvantages to facilitate management decision-making.

Lead multidisciplinary engineering teams comprising Mechanical, ACMV, Fire Protection, Vertical Transportation, Civil, BMS and Infrastructure disciplines. Provide leadership, coaching, mentoring, and professional development to engineers, supervisors, duty engineers, and technicians. Build a high-performance culture through effective performance management and succession planning.

5. Maintenance & Asset Reliability

Lead preventive, predictive, and corrective maintenance programmes. Monitor engineering performance using KPIs, including Asset Availability, Preventive Maintenance Compliance, Equipment Reliability and Energy Performance. Lead root cause investigations for major equipment failures to achieve operational excellent. Develop engineering reliability improvement programmes. Support lifecycle replacement planning and asset optimisation initiatives.

Review engineering calculations, technical designs, shop drawings, specifications, and consultant recommendations. Manage engineering consultants, contractors, vendors, and specialist service providers. Ensure projects are delivered within approved budgets, schedules, quality standards, and statutory requirements. Coordinate tenant fit-out engineering reviews and infrastructure upgrades.

7. Risk, Governance & Compliance

Ensure compliance with all statutory regulations, engineering codes, company policies, and industry best practices. Lead engineering risk assessments and implement mitigation measures. Coordinate inspections and audits by regulatory authorities. Support emergency preparedness, business continuity planning, and crisis management. Ensure engineering governance, documentation, and regulatory submissions are maintained.

8. Stakeholder Management

Present engineering proposals and operational performance to senior management. Facilitate engineering meetings and resolve complex operational issues. Represent the Engineering Department during management meetings and project reviews.
