Role Overview:
The Administrator, Free Zone Authority is responsible for supporting the administration and compliance of trade documentation and activities within the Free Zone area, as governed by the Free Zones Act 1990, Free Zones Regulations 1991, and other related regulations. This role also involves providing frontline customer service, managing vessel arrival notifications and trade manifests, and supporting internal and external stakeholder communications.
Primary Objective:
- To assist in maintaining proper Free Zone documentation in compliance with relevant regulatory acts.
- To ensure accurate and timely processing of vessel notifications, trade manifests, and declarations within the Free Zone Information Processing System (FZIPS).
- To provide effective customer service at the PTP Business Center to support all port users and customers.
- To ensure Free Zone trade activities are compliant with statutory requirements.
Key Responsibilities:
Regulatory Support & Compliance
- Process notice of vessel arrival (ZB55/SCN) in FZIPS.
- Ensure all Electronic Data Interchange (EDI) for manifests are uploaded and approved in FZIPS.
- Prepare manifest balancing reports and submit to customs on a monthly basis.
- Serve as the point of contact for Shipping Lines and Forwarding Agents on issues related to port and cargo clearance.
- Act as person in charge for FZIPS and Navis Express systems.
- Ensure all manifest and ZB declaration processes are completed within 24 hours of vessel arrival or submission.
Reporting
- Prepare and submit monthly manifest balancing reports to the customs authority.
- Ensure submission accuracy and timely follow-ups on required regulatory documentation.
Administrative Support
- Provide secretarial and administrative assistance to the FZA department.
- Assist in document preparation for AP (Approved Permit) and tax exemption applications.
- Monitor Bank Guarantee/Temporary Import applications and related documentation.
- Ensure efficient handling of internal and external customer requests with prompt service delivery.
System Support & Development
- Collaborate with the IT Department on the maintenance and improvement of FZIPS and other related systems.
- Continuously support operational system enhancements to ensure process efficiency.
- Support system troubleshooting and liaise with relevant teams for resolution.
Additional Duties
- Carry out tasks and assignments given by the FZA’s Executive and above.
- Willingness to work beyond office hours or during public holidays to support PTP operations when necessary.
Qualifications & Requirements:
Education:
- Minimum SPM or Diploma in a related field.
Experience:
- Minimum of 3 years working experience in an administrative or clerical environment.
Skills & Competencies:
- Proficient in Microsoft Office and general computer literacy.
- Accurate typing skills and strong attention to detail.
- Good time management and organizational skills.
- Able to work independently with minimal supervision.
- Professional and systematic in documentation and filing.
- Fluent in Bahasa Malaysia and English (written and spoken).
- Good communication and interpersonal skills.
