JOB DESCRIPTION
Title: HR Manager
Location: Global (with travel to Horizon operational countries)
Reports to: Head – HR & SCM
Department: Human Resources
MAIN PURPOSE OF THE JOB
To lead, implement, and manage Human Resource functions for Horizon’s global projects. The HR Manager ensures effective talent acquisition, employee welfare, compliance with labor regulations, and strategic HR planning in coordination with project and country teams.
Key Responsibilities
- Human Resource Management
- Lead the full employee lifecycle: recruitment, onboarding, training, development, retention, and exit.
- Design and implement HR policies and systems in alignment with global standards and local laws.
- Maintain employee records, manage leave and attendance systems, and oversee payroll administration.
- Conduct regular assessments of organizational health and employee performance.
- Promote employee wellbeing, health, and safety through proactive programs.
- Recruitment and Workforce Planning
- Lead recruitment processes across platforms including internal portals, job boards, and recruitment partners.
- Manage the hiring pipeline including sourcing, interviews, offer management, and onboarding.
- Develop and maintain a pipeline of ex-servicemen and other skilled candidates for project staffing needs.
- Support strategic workforce and succession planning for project-based and permanent staff.
- Ensure manpower register is updated regularly
- Compliance & Legal
- Ensure HR practices comply with labor laws in all countries of operation.
- Oversee visa, work permits, and quota management in coordination with legal and client HR team.
- Participate in and support audits related to labor compliance and HR documentation.
- Manage policy updates and conduct regular compliance training for staff.
- Training & Capacity Development
- Coordinate induction, technical training, and soft skill development sessions.
- Identify capacity gaps and organize skill enhancement programs, including local capacity development in host countries.
- Maintain all training records and evaluation metrics.
- Employee Relations and Welfare
- Address grievances promptly and professionally; foster a positive working culture.
- Monitor camp allocations and staff accommodations; ensure living conditions meet welfare standards.
- Organize welfare initiatives: recognition programs, birthdays, R&R, and mental health activities.
- HR Business Development
- Contribute to building HR as a revenue-generating vertical through staffing services, recruitment outsourcing, and capacity-building contracts.
- Identify new opportunities for Horizon to provide HR services regionally and internationally.
Essential
REQUIRED QUALIFICATIONS & EXPERIENCE
- Bachelor's degree in Human Resource Management, Business Administration, or related field.
- Minimum 5 years of progressive HR experience, including project-based HR operations.
- Strong understanding of global HR regulations, including in India, Kuwait, and conflict/post-conflict regions.
- Excellent written and spoken English. Arabic is an asset.
- Willingness to travel internationally, including remote project sites.
- Knowledge of visa and labor law frameworks in the Middle East and Africa is desirable.
