Job description

Overview

This position is physically located in Kuwait in support of LOGCAP.

The Spill Response Team (SRT) is tasked with protecting the people and property of the USG during emergency situations. Responsibilities include assisting the ASG-Kuwait Fire Department during medical incidents, overseeing and cleaning up hazardous and biological materials (e.g., black water), inspecting Above Ground Storage Tanks (ASTs), and soil remediation within the ASG-Kuwait Area of Responsibility (AOR). The role also involves fire prevention, equipment inspections, managing safety and quality programs, hazardous material and waste management, and participating in training exercises. Emergency response may be required outside normal hours.

Responsibilities

This position description is subject to change as needed to meet program or company requirements.

  1. Respond to spills of hazardous materials and blackwater, assess environmental impacts, and prepare reports.
  2. Perform operational duties related to hazardous waste management, including data collection and reporting.
  3. Lead the Hazardous Waste Section concerning Quality and Safety issues.
  4. Assist in developing Environmental Plans, Standard Operating Procedures (SOPs), and Work Instructions (WIs) related to Spill Control Management.
  5. Oversee POL contaminated soil remediation and landfarming activities.
  6. Assist in hazardous waste and hazardous materials management.
  7. Ensure routine inspections of all Above Ground Storage Tanks and oversee the process.
  8. Participate in environmental and hazardous waste inspections, inventories, verifications, and training programs.
  9. Contribute to Safety and Quality Committee meetings and functions.
  10. Verify hazardous material/waste inventories and prepare inspection reports.
  11. Develop reports and statistical data to support management decisions and proposals.
  12. Perform other duties as required.
Qualifications
  • Minimum Qualifications: Education or Certifications: One-year related experience may substitute for one year of education if a degree is required.
  • Must be a U.S. Citizen.
  • Possess a valid driver's license and be able to obtain a U.S. Government Motor Vehicle Operator's License and host nation Driver's License if applicable.
  • Experience:
  • At least 5 years in the Environmental/Safety field, preferably Spill Response.
  • Knowledge of ISO 14001 Environmental Management System (EMS).
  • Understanding of regulations related to AST management and generator/light-set maintenance.
  • Experience managing a Hazardous Waste Storage Area (HWSA) and HAZMAT Pharmacy Program.
  • Experience transporting hazardous materials according to DOT/IATA regulations.
  • Knowledge of environmental regulations applicable to the US, Army, and Kuwait is advantageous.
  • Skills:
  • Excellent organizational and communication skills, both written and verbal.
  • Proficiency in Microsoft Office.
  • Knowledge of Fire Code.
  • Experience in facilitating classroom and scenario-based training.
  • Working Conditions:
  • Ability to work in extreme weather conditions exceeding 120°F.
  • Indoor and outdoor environments with harsh conditions, including hot, dry desert environments.
  • Physical Requirements:
  • Ability to perform heavy lifting (up to 65 pounds), stooping, climbing, and prolonged standing or sitting.
  • Potential exposure to physical, chemical, or biological agents, requiring PPE use.
  • Compliance with all fire and safety regulations and policies.
