Job summary

V2X is seeking a Site Manager/Facilities Manager/Fuels Specialist to oversee contract execution and site operations under AFCAP V. The role requires coordinating with government stakeholders, managing multi-disciplinary teams, and ensuring safety and quality across all site activities.

The ideal candidate has eight+ years in base operations, expertise in fuel systems, and a Secret clearance. A bachelor's degree is highly desirable and prior military experience is preferred.

Qualifications

• Expertise in electrical systems, HVAC, bulk fuel storage, fuel distribution, fuel quality surveillance, and fuel systems maintenance.
• Prior military service in AFSC 2F0X1, 92F, Aviation Boatswain's Mate Fuels, 1391, or equivalent civilian petroleum systems experience preferred.
• Secret clearance required.

Responsibilities

• Provide full oversight and management of Contract Execution & Compliance.
• Ensure personnel are scheduled, supervised, and meeting performance standards.
• Monitor performance metrics, service quality, and deliverables; implement corrective actions as needed.
• Act as primary interface with Air Force CE leadership, ACO, COR, and Government personnel; on-site within 4 hours when required.
• Perform Fuels Specialist duties: operate, inspect, maintain, troubleshoot, and repair bulk fuel storage and quality surveillance systems.
• Address and resolve operational issues, RFIs, and performance concerns proactively.
• Provide updates/reports to Government representatives on operations, staffing, and performance.
• Notify ACO and COR of changes in key personnel within 24 hours of discovery.
• Identify and mitigate operational risks to ensure mission continuity.
• Enforce safety standards and environmental compliance across site activities.
• Provide updates to Task Order Manager, Program Manager, and Government representatives as needed.
• Other duties as assigned.

The Site Manager/Facility Manager/Fuels Specialist (SM) serves as a key personnel position under the AFCAP V contract and is responsible for execution, oversight, and compliance of all contract operations at the assigned site. This role carries full authority to act on behalf of the contractor for all matters related to daily task order (TO) operations. The Site Manager acts as the primary interface between the contractor team, government stakeholders, and subcontractors, ensuring operational excellence, safety, and quality assurance across all site activities.

Responsibilities

• Shall perform as the Fuels Specialist responsible for operating, inspecting, maintaining, troubleshooting, and repairing bulk fuel storage, and fuel quality surveillance systems in accordance with the Performance Work Statement, applicable technical orders, UFC's, NFPA standards, and associated procedures.
• Address and resolve operational issues, RFIs, and performance concerns proactively.
• Provide updates and reports to Government representatives regarding operations, staffing, and performance.
• Ensure timely notification to the ACO and COR of any changes in key personnel within 24 hours of discovery.
• Identify and mitigate operational risks, ensuring continuity of mission support.
• Enforce safety standards and environmental compliance across all site activities.
• Provide regular updates on site activities to Task Order Manager, Program Manager, and Government representatives as needed.
• Performs other duties as assigned.

Qualifications

• Specific areas of expertise shall include electrical systems, HVAC, bulk fuel storage, fuel distribution systems, fuel quality surveillance, and fuel systems maintenance.
• Prior military service as an Air Force Fuels Specialist (AFSC 2F0X1), Army Petroleum Supply Specialist (92F), Navy Aviation Boatswain's Mate (Fuels), Marine Corps Bulk Fuel Specialist (1391), or equivalent commercial petroleum systems experience is preferred.
• Secret clearance required.
