Job description

Major Responsibilities and Duties

  1. Conduct training sessions for employees on occupational safety and safe working practices at the project site.
  2. Perform work safety analysis, prepare procedures for safe work, conduct toolbox talks, safety audits, and maintain documentation as per contractual requirements.
  3. Advise the Contractor's management on health, environment, and safety aspects within the refinery complex. Plan safety programs and procedures, educate and train employees, and monitor compliance.
  4. Investigate accidents and near misses, ensure strict adherence to Fire & Safety Regulations, and meet safety expectations.
  5. Coordinate and communicate with the Industrial Safety Division, possessing knowledge of hazards and safety measures for safe job execution.
  6. Be fully familiar with the Work Permit System, safe scaffolding erection, safety inspection procedures, employee training, multilock systems, and electrical area classification.
  7. Stay informed about all activities related to contractor personnel involved in planned, breakdown, or turnaround maintenance, modifications, or construction of rotating and stationary equipment.
  8. Inspect job sites to ensure compliance with procedures, standards, and Fire & Safety Regulations, and be conversant with international safety standards such as ANSI, API, NFPA.
  9. Have thorough knowledge of accident reporting and investigation procedures.
  10. Advise contractor management on safety aspects to ensure safe execution of contracts, complying with site safety practices, standards, and regulations.
  11. Recommend personal protective equipment requirements, ensure their use, and maintain records.
  12. Monitor compliance with the Work Permit System among contractor employees.
  13. Familiarize with Site Fire and Safety Regulations, Major Incident Procedures, and Emergency Evacuation Plans; report and investigate all accidents involving contractor employees.
  14. Coordinate with the Site Safety Section and attend weekly safety meetings.
  15. Be available for call-outs after working hours.
  16. Ensure adherence to the Health, Safety, and Environment Management System (HSEMS) to meet company and client standards.

Qualification and Experience

Bachelor's Degree in Engineering or Fire and Safety with a minimum of 8 years of experience in refinery, petrochemical, power station, or construction projects.
