Position Overview

We are seeking a highly qualified and experienced QHSE (Quality, Health, Safety & Environment) Manager to lead and oversee all aspects of Health, Safety, Environment (HSE) and Quality Management Systems (QMS) for our oil & gas contracting operations in Kuwait. The QHSE Manager will be responsible for ensuring compliance with Kuwait’s legal and regulatory requirements, client HSE standards, and international ISO standards, while fostering a strong culture of safety and quality throughout the organization.

Key Responsibilities

Leadership & Strategy

• Develop, implement, and continuously improve the company’s QHSE management system in alignment with ISO 9001, ISO 14001, and ISO 45001 standards.
• Provide strategic direction on QHSE matters, ensuring integration of best practices into all business operations.
• Promote a strong QHSE culture across the company, from senior management to field staff.

HSE Management

• Ensure compliance with Kuwait Oil & Gas industry HSE regulations and client requirements.
• Conduct risk assessments, hazard identification, and mitigation planning for projects and operations.
• Lead incident investigations, root cause analyses, and corrective/preventive action implementation.
• Organize and deliver training programs, toolbox talks, and safety awareness campaigns.

Quality Management

• Oversee implementation and maintenance of Quality Management Systems (QMS) to ensure adherence to ISO and client standards.
• Conduct internal audits and coordinate external certification audits.
• Monitor and analyze QHSE performance indicators to drive continual improvement.

Operations Support

• Advise project managers and site teams on QHSE compliance during project planning and execution.
• Liaise with clients, consultants, and regulatory authorities on QHSE-related matters.
• Develop and enforce policies, procedures, and emergency response plans.

Reporting & Documentation

• Prepare QHSE performance reports for senior management and clients.
• Maintain accurate documentation for certifications, audits, and compliance records.

Experience

• Minimum 15 years of QHSE experience, with at least 10 years in Kuwait’s oil & gas sector.
• Proven track record of managing QHSE for large-scale contracting operations.
• Strong familiarity with Kuwait Oil Company (KOC) / KNPC HSE standards and requirements.

Reporting Line

Reports directly to the Deputy General Manager.

Qualifications & Requirements

Education

Bachelor’s degree in Engineering, Safety, Environmental Sciences, or related field. Master’s degree is a plus.

Certifications

• NEBOSH International General Certificate (IGC) or higher (e.g., NEBOSH Diploma).
• ISO Lead Auditor certification(s) in ISO 9001, ISO 14001, and ISO 45001.
• OHSAS/IOSH certifications are an advantage.
