We are looking for a talented and skilled Project Engineer (Mechanical) to join our multicultural and diverse team in Kuwait. Responsible for leading and monitoring all mechanical engineering activities for internal projects at Kuwait Steel. Ensure that mechanical engineering project design is carried out within the projects’ scope of work and project parameters for schedule, cost, and quality, to manage all aspects of mechanical engineering design within the Projects and Engineering and Facilities Management Department.
Duties may include but will not be limited to:
- Evaluate internal project requests from Kuwait Steel clients (SMP, RM1, RM2, LDP, and Yard 2) to determine the scope of work, project feasibility, and resource requirements.
- Manage and develop the scope of work phase after project feasibility has been confirmed and the job request converted to a service request to external contractors.
- Develop conceptual and detailed mechanical engineering designs for requested projects, considering functionality, safety, and compliance with regulations.
- Specify materials, equipment, and components required for project implementation, considering quality, durability, and compatibility with existing systems.
- Obtain written approval of the project scope of work from the internal end user before requesting quotations (RFQ) from the market for mechanical engineering projects.
- Manage the RFQ phase for all mechanical engineering projects according to department policies.
- Conduct technical adjudications and review discount requests from contractors.
- Track and document all aspects of the scope of work development, end-user approval, and RFQ phases.
- Support the Department Secretary and Procurement in Purchase Order (PO) approval and issuance to contractors.
- Assist project controls and the Department Secretary in project close-out and invoicing.
- Support the Field/Site Services Supervisor in monitoring execution progress, quality, and safety.
- Promote a safe and efficient workplace for mechanical engineering design to enhance employee engagement and team effectiveness.
- Perform annual performance appraisals and provide feedback to staff.
- Develop KPIs for individual units aligned with department goals.
- Provide technical input for project schedules.
- Review and approve contractor variation orders with managerial approval.
- Provide weekly project progress reports to the Project Controls Technical Officer.
- Review and approve all mechanical and general layout (GA) drawings during design and at project completion.
- Review and approve as-built drawings reflecting approved changes during construction.
- Contribute to Kuwait Steel’s safety culture by ensuring compliance with HSE policies and procedures.
- Participate in QHSE audits, incident reporting, and performance reviews.
- Ensure compliance with safety, quality, and environmental procedures; report unsafe acts or incidents.
- Use PPE and safety gear when performing tasks.
- Maintain clean and organized construction areas.
- Develop and issue safe work and security permits for contractors.
- Provide daily updates to management and develop weekly progress reports.
- Contribute to monthly department reports.
Requirements:
- Bachelor's degree or higher in Mechanical Engineering
- 10-15+ years of experience in heavy industry mechanical engineering design and project management
- GCC experience (optional)
- Ability to develop technical scope of work for industrial projects
