Roles and responsibilities for this position include:
The Planner will provide IW, and Unconventional Warfare UW, and intelligence doctrine, operations, policy, and authorities subject matter expertise and integration of lessons learned to support senior leader decision making.
Participates in the targeting process, from target development through execution, in support of theater and regional joint targeting enterprises.
Supports the integration of non-lethal, unconventional, and information capabilities into the targeting cycle.
Generate irregular warfare concepts into all contingency plans and operations plans and ensure that multi-domain capabilities and functions are considered in the dynamic, deliberate, and crisis action planning processes.
Provide expert mission analysis, analytic problem solving, adaptive modeling and assessment skills.
Be creative in using information systems and information related capabilities (IRC); integrate with interagency and intelligence community (IC); develop innovative concepts to generate desired effects throughout the operational environment, domains, and dimensions. Consider significant or key multi-domain and dimensional aspects that affect operational and tactical planning, security, and risk assessments.
Demonstrate the ability to review, analyze, and operationalize tactical and operational-level multi-domain related directives in support of mission elements.
Provide subject matter expertise at applying technical skills to tactical, operational, and strategic level planning/execution, identifying and tracking measures of performance through attainment of measures of effectiveness, and providing advice concerning the application of resources and capabilities to generate desired effects during the development of operational concepts.
Basic Qualifications:
Bachelor's degree with 8 years of relevant experience OR a Master's degree with 6 years; 4 additional years of relevant experience may be considered in lieu of a Bachelor's degree.
Must demonstrate experience and knowledge of information related capabilities, intelligence generated effects, military deception (MILDEC), operations security (OPSEC), Military Information Support Operations (PSYOP), and cyberspace operations missions, tasks, and overall warfighting functions that support operations, understand how to integrate Joint Force, interagency, and intelligence capabilities, and be capable of synchronizing and deconflicting operations, activities and investments.
Candidate will have detailed familiarity with other core, supporting, and related interagency and intelligence competencies to assist CMD planners as required.
Be effective at oral, visual, & written communications and briefing techniques; must be able to advise, negotiate and inform various stakeholders, military officials, and senior leaders; and must be effective at gaining acceptance of recommended concepts, ideas, guidance, policies and regulations.
Must be a U.S. Citizen with a Current US Passport.
Current DoD TS security clearance, with ability to obtain TS/SCI.
Preferred Qualifications:
Experience with joint and/or combined military operations, intelligence operations, and interagency coordination.
Knowledge of DoD, joint, and service doctrine, regulations, and policies.
Knowledge of multi-domain and cognitive modeling.
Capable of recommending changes to policy, force structure and design, and command relationships.
Proficient in integrating irregular warfare capabilities plans and operations.
Knowledge of military command relationships and command and control (C2) procedures.
Able to coordinate command and stakeholder actions within the proper channels and develop policies that incorporate the principle of C2.
Ability to engage senior leaders and staff and conduct complex briefings.
Ability to work effectively within a task organized working groups.
Expertise in planning, integrating, and coordinating with interagency and intelligence community entities.
Adept at developing and utilizing information products that leverage current and emerging technologies to inform planning, improve coordination, and enable timely decisions.
Experience with integrating, coordinating, and synchronizing adjacent and supporting operations, as well as developing support for related capabilities and their activities. Be familiar with, certified in, or have applicable operational/field time experience in: Irregular Warfare, Military Deception (MILDEC), Special Access Programs, Special Technical Operation, Cyberspace operations, Influence operations, Joint Campaigning, Operations in the Information Environment (OIE) & Coordinating intelligence requirements.
Recent joint or service level irregular warfare/adaptive planning experience.
Special warfare advanced targeting and analysis course.
Unconventional Warfare and/or Advanced Special Operation.
Detailed experience in special operations or irregular warfare.
