Overview
This position will be physically located in Kuwait in support of LOGCAP. The role requires thorough knowledge of engineering design, techniques, exceptional leadership, and project management skills. The successful candidate will manage engineering, inspection, and survey teams, applying best practices and providing expert technical guidance. Responsibilities include overseeing engineering activities, ensuring compliance with policies and standards, and devising innovative solutions to engineering challenges.

- Provide technical guidance to engineering, inspectors, and survey teams.
- Manage inspections for construction, installation, maintenance, and testing activities, ensuring adherence to specifications, safety standards, and customer requirements.
- Review detailed designs and resolve emerging problems creatively.
- Mentor staff and liaise with stakeholders.
- Ensure compliance with permits, safety regulations, and deliver technical documentation.
- Implement best practice engineering methods.
- Inspect completed installations and observe operations for conformance and safety.
- Assist in establishing organizational objectives through developing goals and strategies.
- Compile data and prepare reports on civil studies and projects.
- Assess project risks and manage them effectively.
- Generate Statements of Work and review subcontractor proposals.
- Collaborate on new project development and plan major repairs.
- Conduct site visits for data collection and project oversight.
- Review and approve or disapprove submittals and materials in writing.
- Work on special projects as assigned and perform other duties as required.
Qualifications
- Education: BS/MA in a relevant engineering discipline; driver's license from the country of origin (for obtaining a Kuwait or Military license).
- Experience: At least 10 years in engineering management, with 5 years in managerial roles; PMP certification preferred.
- Skills: Knowledge of building codes, research standards, technical competence, strong numeracy and IT skills, excellent communication, negotiation, leadership, and analytical skills; proficiency in MS Office; ability to work independently and manage workflow efficiently; knowledge of sustainable design practices.
- Physical Requirements: Light work exerting up to 20 pounds occasionally, with visual acuity for detailed work.
- Working Conditions: Both indoor and outdoor environments, potential hazards, vibration, and noise exposure.
