Overview
This position will be physically located in Kuwait in support of LOGCAP. Responsible for all interpretations of the contract section of Request for Proposal, contracts, and amendments. Administers and negotiates Nondisclosure Agreements, Teaming Agreements, and Associate Contractor Agreements. Acts as the initial point of contact for all contractual communications with the customer, Government agencies (e.g., DCMA, DCAA), and is authorized to obligate the company for matters associated with any assigned contract(s). Manages routine proposals for add-ons to existing contracts. Under the direction of the Deputy Director of Contracts, assists in ensuring Contracts compliance with Corporate policies, legal issues, FAR guidelines, and customer support. Identifies and resolves complex issues, exercising ethical judgment within broadly defined practices and policies. Leads and participates in making decisions related to Contracts management. May administer one or more major contracts. Supports HQ phase-in efforts following contract awards, both locally and on-site. Responsible for protecting the legal and financial interests of the Corporation during all discussions, negotiations, and interactions with customers and clients.

- Ensures that proposal plans and approaches of the Administrative and Cost Volume of a proposal meet the contractual requirements of the RFP, FAR, and other compliance standards.
- Coordinates with the Cost Estimator to define cost formulations and summaries, develop management review presentations, and secure final management approval and signature of the offer.
- Leads customer negotiations, recommends contract execution to management, and ensures warranty and all particulars are addressed.
- Acts as the Contract Manager of a resultant contract.
- Responsible for post-award communications with the customer contract personnel on all contract matters.
- Initiates contract close-outs and develops responses to FOIA requests.
- Maintains professional competence through attending training seminars, company-provided training, self-sponsored training, and NCMA meetings.
- Manages/administers execution of Nondisclosure and Teaming Agreements.
- Reviews and interprets contract specifications, deliverable requirements, and terms for proposal submittals.
- Monitors contract performance to ensure all terms are met and assists in responding to customer CPARs.
- Provides pre- and post-award administration of various contract types (CPAF, FFP, FPAF, T&M, LH, etc.).
- Coordinates with other departments on contract matters and prepares responses to customer correspondence.
- Assists in developing cost/price analysis for proposals.
- Supports negotiations with subcontractors, reviews subcontracts, and recommends execution of subcontract documents.
- Initiates contract close-out procedures.
- Performs other job duties as assigned.
Qualifications
- Minimum of a Bachelor's Degree in Business or Finance with eight years of relevant experience or a Master's Degree with four years of experience. One year of related experience may substitute for one year of education.
- Must be CAC eligible and/or able to obtain a CAC.
- Preferred certifications include NCMA membership.
- Secret Security Clearance is required.
- Minimum four years of experience related to contracting, purchasing, and pricing.
- Skills include travel capability, knowledge of FAR and DoD FAR Supplement, basic software skills, strong communication, understanding of accounting policies, and ability to work with management.
Working Conditions & Physical Requirements
- Must work in extreme weather conditions, including temperatures exceeding 120°F.
- Indoor and outdoor environments with harsh conditions such as hot, dry, desert environments, and industrial settings.
- Physical activity may include lifting up to 20 pounds, stooping, climbing, and prolonged periods of sitting or standing, with PPE required in some situations.
