Overview

The Chief Watch Officer CWO shall have overall responsibility for Network Operation Center NOC management and shall direct the operation of the NOC to include real time monitoring level one troubleshooting restoral and reporting as well as all internal management functions e g shift scheduling personnel management and training management The Chief Watch Officer shall develop and maintain continuity of operations COOP plans determine future operational capability requirements and oversee installation and implementation of hardware and software required to meet these requirements The successful candidate should be a self-starter someone who will proactively find and address issues not waiting for tasks to be assigned someone who will be a leader within the NOC Program OMDAC-SWACA. You must satisfy all host country requirements to legally work in the host country to include but not limited to the ability to obtain and maintain a host nation visa and host nation driver s license in order to be qualified for this position.

Responsibilities

• Provide direct support to the NOC for the management of all networks and systems under the responsibility of the NOC
• Provide technical and operation support to functional users for managing monitoring and maintaining situational awareness of networks and systems under the responsibility of the NOC
• Assist in preparing and presenting networks and systems outage reports for the NOC to various agencies
• Assist in monitoring and tracking all networks and systems under the responsibility of the NOC and assist in completing outage trend analysis reports
• Assist in providing operational status reporting to the United States Army Regional Cyber Center Southwest Asia USARCC-SWA relating to network operations
• Participate in inter-theater information dissemination and provide initial response Level 1 triage on outages degradations or other events affecting networks and systems under the responsibility of the NOC and assist in assigning trouble tickets to the appropriate responsible unit
• Enforce information assurance in accordance with AR 25-2 and shall provide initial triage on suspicious activities and evaluate them in accordance with policies and procedures
• Generate reports and update trouble tickets
• Previous experience working in a Network Operations Center environment
• Perform other duties and assignments as required

Qualifications

• Security Clearance: Requires an active Secret Clearance
• Education / Certifications: One-year of related experience may be substituted for one year of education, if a degree is required. Degree in IT or related field required.ITIL: Foundation (current version) requiredThis position requires candidates to adhere to DoD 8570.01M. All candidates are required to maintain at least one (1) baseline certification and one (1) computing environment (CE) certification. Experience

This position requires a minimum of three (3) years of experience in a supervisory or managerial position in an information technology (IT) field. Experience with a customer service-oriented company.

• Supervisory/Budgetary Responsibilities: At least two years of supervisory or lead experience is preferred.
• Update proprietary applications regarding:
• Update section employee daily status, leave, sick, on site, etc.
• Verify and track accomplishment of section monthly or quarterly safety and compliance training.
• Purge section employee expired certifications.
• Verify section employee compliance training in Virtual Training Record.
• Verify section vehicle logs are being kept accurately and uploaded.
• Ensure section personnel are maintaining their 8570 / 8140 certifications.
• Review weekly training compliance reports for accomplishment prior to suspense.
• Review and approve leave forms ensuring before approval all compliance training is current.
• Coordinate transportation and integration of new and returning employees.
• Document and promptly counsel poor performance and policy violations.
• Enforce all V2X, GO 1, and dress code policies.
• Provide annual employee appraisal feedback in a professional and constructive manner.
• Demonstrate V2X values Integrity, Respect, Responsibility, and Professionalism.
• Ensure the safety of personnel and monthly safety inspections are properly conducted.
• Communicate effectively up and down the chain of command.
• Manage work schedules.
• Conduct proper new and returning employee orientation and ensure employee thorough understanding and can accomplish all tasks in the Employee Job Certification (EJC).
• Work with employees and HR when emergencies or abnormal circumstances occur.

Work Environment

The work environment will be 95% indoors and 5% outdoors. The outdoor work environment may exceed temperatures 100 F. Candidate must be able to physically withstand extreme heat.

Physical Requirements

Must be capable of lifting, pushing, and pulling items weighing up to 50 lbs. Must be capable of wearing Personal Protective Equipment (helmet and plated vest) which can weigh 25 to 40lbs, for extended periods of time.
