Overview

This position is physically located in Kuwait in support of LOGCAP. The Account Administrator Lead will monitor, maintain, and reconcile the US Government and Company communication device bills for the Telephone Billing and Reconciliation Office (TBRO). This role requires a high level of knowledge of accounting practices and financial analysis. The Lead will also serve as the Technical Monitor for mobile communication device subcontractors.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  1. Input all Government billing data from reports into billing spreadsheets and download data from company mobile communication devices (MCD).
  2. Prepare weekly, monthly, quarterly, semi-annual, and annual financial reports.
  3. Compile, sort, and reconcile data monthly to ensure accuracy and produce billing reports. Analyze usage data, cost history, trends, and projections for management.
  4. Assist management in using financial data to resolve issues.
  5. Monitor and record changes to reports from Directorates and manage payments with finance.
  6. Secure acquisition and distribution of MCD chips, handle customer service, and coordinate repairs or replacements.
  7. Act as Technical Monitor for the company cell phone service, monitor subcontractor performance, and serve as the point of contact for MCD issues.
  8. Maintain administrative files and records per AR 25-400-2.
  9. Recommend policies and procedures affecting the TBRO accounting system and participate in developing departmental instructions and procedures.
  10. Perform other duties as assigned.

Qualifications

Minimum Qualifications:

  • Must be CAC eligible and/or able to obtain a CAC.
  • Must be a U.S. Citizen.
  • Valid driver's license and ability to obtain a U.S. Government Motor Vehicle Operator's License and host nation Driver's License.

Education/Certifications:

  • Associate degree in Accounting or related field; equivalent experience may be considered.

Experience:

  • At least two years analyzing financial information and preparing reports.
  • Preferred: Three years in office administration and customer service roles.

Skills:

  • Effective communication with diverse staff including military officers.
  • Strong interpersonal, negotiation, and teamwork skills.
  • Discretion and judgment in handling confidential information.
  • Excellent organizational and planning skills.
  • Attention to detail and high accuracy.
  • Proficiency in Excel; intermediate in Word and Outlook.

Working Conditions:

  • Ability to work in extreme heat (>120°F), in harsh outdoor and indoor environments.

Physical Requirements:

  • Light work; ability to lift up to 20 pounds occasionally.
  • May involve heavy lifting, stooping, climbing, and prolonged standing or sitting.
  • Use of PPE as required.
